Summary
Across the Tower of Law every Straw Hat battle rages at once — Zoro & Sniper King vs Kaku & Jabra, Nami vs Kalifa, Sanji, Franky and Chopper all in motion — while Luffy faces Rob Lucci at the Bridge of Hesitation. Fleeing along the bridge dragging the chained Nico Robin, a panicking Spandam accidentally activates the Golden Transponder Snail, triggering the Buster Call that Admiral Aokiji had pre-authorized; at Marine Headquarters the Silver Transponder Snail intercepts the signal and the Navy scrambles ten warships and five vice admirals. The same broadcast carries Robin’s voice across all of Enies Lobby: warning that the Buster Call will burn the entire island and everyone on it — soldiers included — she screams for everyone to evacuate, invoking what happened at Ohara twenty years ago, before Spandam slaps her silent. Marines, the Franky Family, Kokoro and the Straw Hats all hear her. Spurred by Robin’s voice on the far side of the door, Luffy hurls himself at Lucci and the two collide in a thunderous clash that ends the chapter.

- Spandam himself accidentally triggers the Buster Call by activating the Golden Transponder Snail — the portable one-button island-erasing authority he had been gloating over (p. 5, 8). The destruction order is now live, not merely threatened.
- The Golden Snail’s signal is intercepted by a Silver Transponder Snail at Marine Headquarters, which converts it into the formal Buster Call dispatch (pp. 6–7) — first on-page depiction of the snail interception → fleet-launch mechanism.
- The Buster Call was pre-authorized by Admiral Aokiji (“Admiral Aokiji has requested a Buster Call,” p. 7) — corroborating the @0359/0365 Aokiji-routed authorization, now consummated.
- Navy HQ launches ten warships and five vice admirals, ~30 minutes out (p. 7); the five vice admirals in the target area are also alerted.
- The Golden Snail is also broadcasting — Robin’s conversation with Spandam goes out live across the whole island (“our conversation went on the air?!”, p. 13), turning her plea into the chapter’s titular “terrifying broadcast.”
