Enies Lobby (Ch. 405) — the Franky duel on the Tower-of-Justice waterfall; full fighting-doctrine statement

• First on-page combat appearance (the falls phase): duels Franky on the Tower of Justice waterfall edge over the open sea.
• States his fighting doctrine in full (pp. 5-7): “master of the Six Powers and the Shave technique… faster than the eye can see”; “my kills are quick and final… targets never see me until the moment of their death”; “I attack my prey silently, like an owl” — confirming the owl-theme and his “Silent” epithet.
• Combat moves shown: Shave (Soru, p. 8), Iron Ball (Tekkai body-slam, p. 8), Solid Beast (spinning strike, pp. 13-14). His Devil Fruit is NOT shown this chapter (leave devil_fruit blank — forward reveal).

Enies Lobby (Ch. 404 — “Franky vs. Fukuro”) — first on-page fight; loses to a cola-refueled Franky

• First combat appearance. Engages Franky in the Pantry Front Passage; deploys the Six Powers — Tempest Kick (p. 17) and Iron Body (p. 8) — plus a named “Owl Strike” (p. 14), and the “wimpy punch” insult gag with Sanji (“No one calls me panties!!”, p. 9).
• Tries to deny Franky his cola by locking the giant fridge (“If I open the fridge for just one second, then close it, he can’t come out!!”, p. 14); fails when Tony Tony Chopper relays the cola anyway.

Enies Lobby (Ch. 402 — “Handcuffs No. 2”) — Fukuro vs. Franky begins

• “Hallway in front of the Pantry” — fights Franky. Trades Six Powers blows (Iron Body / Tekkai, “BOXING!!!”) against Franky’s punches; staggers and marvels “You’re no ordinary human!! …how can you punch so hard?” (p. 17). Cross-link Franky, Six Powers (Rokushiki), CP9.

Enies Lobby (Ch. 400 — “The Key to Freedom”) — Self-identifies as “Fukuro the Silent, lover of gossip”; squares off against Franky over a key

Enies Lobby (Ch. 388 — “Gear Two”) — CP9-roster portrait on the battle-layout recap spread

Enies Lobby (Ch. 379 — “Power Level”) — performs the Tewaza Ranking; own PL 800 (#6); triggers the bickering

• Performs the Tewaza Ranking (“six powers skill”) on the assembled CP9, calibrated so an ordinary man with a weapon = Power Level 10 (pp. 8-9). He reads each agent’s physical strength as a numeric “Power Level” — the concept named and demonstrated on-page for the first time here (recorded inside CP9 per the reconcile pin; not a standalone note).
• Own ranking: Power Level 800 — #6 (p. 10).
• Triggers the bickering despite the zipper on his mouth: gossips that Kalifa got “dumped by that waitress Gatherine” and that the island’s guards are all talking, prompting outrage over how he knows (pp. 9, 11) — the running “can’t keep a secret” gag (cf.
