A Cipher Pol agent introduced in the Water Seven flashback (~14 years before the present) as Spandam, Chief Officer of Cipher Pol No. 5 (caption, p. 4). A government man who storms Tom’s workshop demanding answers for Franky’s armed Battle Franky warships and, more pointedly, for the “high crime” of building Gold Roger’s ship (pp. 4–9). On assignment from the Five Elders — who declare they will “possess the Ancient Weapon” and put Spandam “in charge of this matter” (pp. 9–10) — he drives the government’s hunt for the Pluton blueprints. At the trial-day cliffhanger he declares “Now, let the trial begin… Tom’s Workers!” as a Battle Franky fleet bombards the Judicial Ship (pp. 16–19).

• Spine broken by Robin’s parting Clutch (Hana Hana no Mi, p. 14): as the Straw Hats escape aboard the returned Merry, Robin sprouts arms on him and snaps him backward (KRIK!! / “GAAH!! Water Seven — flashback (Ch. 356) — The frame-up sprung: CP5 hijacked the Battle Frankies; the Ancient-Weapon-blueprint motive stated outright

• The frame-up is sprung on-page. When Iceberg and the young Franky reach the harbor they find the attacking warships are Franky’s own unmanned Battle Frankies, beached and crewless — the injured workers reveal that “those secret agents” who had visited earlier “took control of your battleships” and turned them on the government’s Judicial Ship (pp. 8–9). Spandam of CP5 then reveals himself: “These are the attackers!!! …we of the CP5 captured them,” branding Tom’s Workers as the attackers (pp. 12–13).
