The fake-out is confirmed and given its origin on-page: in flashback, Iceberg physically hands the genuine Pluton blueprints to Franky four years before the present and orders him to abandon “Cutty Flam” and vanish so the plans “vanish into the shadows” as “an opposing force” — explicitly so nothing connects them (pp. 8–10). This is the on-page source of the @0344 ruse: the set CP9 seized (inscribed “Tom. Iceberg. Cutty Flam.”) were decoys, while the REAL plans went to Franky, the hidden long-term keeper.
