Resolved @ Ch. 1167 + SBS 114. The central question — who Shanks really is, and why the Figarland family suddenly towers over the World Government — is settled on-page:

  • Shanks is of the Figarland line. In Marijoa he is captioned “Devoted Blade of God (Figarland Family) St. Shanks,” Shamrock’s younger brother separated after birth (Ch. 1167 pp. 12–13); the Holy Knights repeatedly came to reclaim “the son of our commander… a child with red hair” (Ch. 1170 pp. 6–7).
  • Twin of Figarland Shamrock. Shamrock names Shanks his “estranged younger twin brother” (Ch. 1138); the red-haired twins are born at God Valley 39 years ago (Ch. 1158 p. 15, Ch. 1159 pp. 4–5), fathered by Figarland Garling.
  • The Ch. 907 Gorosei-visitor was Shamrock, not Shanks. Oda confirms it in SBS 114 Q8 (“it was Shamrock”), correcting the long-standing “Shanks met the Five Elders” reading.
