Why this matters

Oda’s standard move for an unrevealed apex is negative space: a character who could explain refuses, and the refusal is itself the information (cf. Rayleigh’s “not yet” answers about the One Piece). Here the withholder is a Roger Pirate — so the line quietly asserts that the Roger crew knows, which is a bigger datum than any label.
