The Covenant is the World Government’s sacred contract system administered by the Five Elders / Holy Knights (p. 6). It has three stages — the Shallows Covenant (“but a mere trace of a bond”), the Depths Covenant, and the Abyssal Covenant — the deeper two “reserved for only 13 exclusive individuals… who can enter into a contract with the True God.” A holder becomes a “Devoted Blade of God”; a full “proper knight” is promised he “will know the truth in the depths of the world.”
What we know

Etymology / naming
- “Covenant” (English): a solemn, binding agreement — in biblical usage specifically God’s sacred pact with a chosen people (Hebrew berith / Greek diatheke, the Old & New Covenants). That is exactly what this system is: “13 exclusive individuals… who can enter into a contract with the True God.” The religiously-coded term reinforces the Holy Knights (lit. “God’s Knights”) as a covenantal priesthood serving a “God.” (High confidence — standard biblical sense of the word matched to on-page function.)
- Shallows → Depths → Abyssal is a water-depth metaphor for degrees of intimacy with the “True God”: a “proper knight” is promised he “will know the truth in the depths of the world.” The deeper the covenant tier, the closer to the buried Void-Century truth — the tier names literalize that descent (and chime with the temple’s own name, Shangara ← Shangri-La, a hidden “deep” paradise).
