Reigning King of Alabasta and father of Princess Vivi. Slim and tall, with a tall crown and a long mustache. First on-page appearance at the World Council at Mariejois in the Drum-arc flashback (Ch. 142), where he publicly humiliates King Wapol of Drum for refusing to participate in the WG’s anti-revolutionary security coordination — flipping the council table and shouting “WHAT DID YOU THINK THE PURPOSE OF THIS COUNCIL WAS!!? WAPOL!! YOU SHORT-SIGHTED FOOL!!!” The Nefertari surname (canonized on the same panel) is the Alabasta royal family’s name, first on-page here. Cobra is the moral counterweight to Wapol’s isolationism at the Council, and the parent who shaped Vivi’s princess-of- diplomatic-composure character at age 8.

Reverie — Death at the Empty Throne (Ch. 1085)

• In a flashback recounted by Sabo, the ailing, wheelchair-bound Cobra is brought before the Empty Throne in Pangaea Castle and confronted by Imu (p. 2). He confirms he already knows the name “Imu” (p. 3).
• Imu pins the modern poneglyph-hunt on Queen Lily’s mistake and demands the sender’s name of Lily’s 800-yr-old letter to Alabasta (pp. 4–5).

The Ch. 0142 I-respect-the-WG-collective-security-project Cobra is now established as the framed king the people have lost faith in. • Off-page letter-recipient (Ch. 159 p. 5) — Vivi dispatches Karoo with a letter for her father at Alubarna: “It will let my father know that I’m alive… and that I’ve returned to Alabasta with powerful allies… that there’s hope for his kingdom!!” First on-page Vivi-Cobra communication setup. Ch. 155 (p. 11) shows him in his current-frame role as the reigning King of Alabasta at Alubarna Palace — the capital’s throne hall, white-stone palace with onion-dome towers.
• Receives the Nanohana attack-and-rescue report: He beat us to it again? …I see. But at least the citizens are safe. Aged caption — caption-box NEFELTARI COBRA — KING OF ALABASTA. Calm, measured, weighted by the country’s deteriorating situation. The AGAIN tell implies Crocodile has played guardian-deity multiple times before.
• First on-page Cobra-Crocodile relational beat: We are… indebted to him. Public acknowledgment from the king that Crocodile saved Alabasta yet again.
