Chapter 907: The Empty Throne

Summary

On Whole Cake Island, Big Mom phones Kaido to refuse cooperation — both Emperors now want Straw Hat Luffy’s head, and old debts and “like old times” history surface between them. At Marine Headquarters the brass panic over two Emperors making contact; Kizaru offers to deploy, but Fleet Admiral Sakazuki rules Wano outside World Government jurisdiction. At the Red Port near Mary Geoise, Garp is teased about his grandson while Hina raises “the era before Roger” — the Rocks era of 40+ years ago, hinting at the true origin of Garp’s hero status. Inside Pangaea Castle the Reverie is underway: King Stelly of Goa is shown the Empty Throne at the center of the world — guarded by twenty weapons placed as an oath by “the first 20 who created this world 800 years ago.” In the Mingling Courtyard, World Noble St. Charlos chains Shirahoshi as a pet, provoking Vivi, Rebecca, Leo, Sai, and a nearly-vengeful King Neptune; CP0 (Rob Lucci, Kaku, Stussy) appears to enforce Celestial-Dragon supremacy — until another World Noble, St. Donquixote Mjosgard, strikes Charlos down, reveals he was the Celestial Dragon Queen Otohime saved ten years ago, and pledges his entire power to the Ryugu Kingdom. The chapter closes on Shanks granted a private audience with the Five Elders, saying “there’s a pirate I need to talk to you about.”

• The Empty Throne sits at the very center of the world inside Pangaea Castle; no one is permitted to sit upon it, and its emptiness is “a symbol of peace” (pp. 7-8).
• The throne is guarded by 20 weapons, placed there “as an oath… by the first 20 who created this world 800 years ago” (p. 8) — the founding twenty who created the World Government / the present world order.
