Summary
At Shakky’s Rip-Off Bar the crew is warned to lie low — Navy HQ is “busy with something else,” so the rookies who’ve landed are safe for now unless they make a scene — then they set off to find the ship-coating specialist (p. 2). Bounty hunters sell information to Peterman, boss of the Hound Pets kidnapper team, that Straw Hat Luffy is travelling with a mermaid (Camie) on land — a once-in-a-lifetime catch (p. 3). Luffy, Brook, Chopper, Camie, Hatchan and Pappag detour to Sabaody Park (Groves 32-34), where Camie’s lifelong dream of riding a ferris wheel comes true (p. 4-9). At Grove 24 the mood breaks: the World Noble Saint Charlos parades through the lawless lands riding a chained human, demanding everyone kneel — he tramples a wounded man, takes a bride-to-be (Marie) as “wife number 13” while discarding wives one through five, and shoots her fiancé when he protests (p. 10-13). A lost, oblivious Zoro walks down the middle of the street; Charlos fires at him and Zoro draws his blade — only for Jewelry Bonney, disguised as a small child, to stop him and avert a disaster, while fellow rookies (including Scratchmen Apoo) look on aghast (p. 14-17). Zoro carries the shot fiancé toward a hospital (p. 17). Meanwhile Chopper transponder-snails Sanji’s group in a panic: Camie has been kidnapped — to be sold as a slave for life — and Hatchan moves to call in the Flying Fish Riders (p. 18-19).
New reveals
- World Nobles (Celestial Dragons) shown in person for the first time. Saint Charlos rides a chained, collared human like a mount, wears a resin air-bubble over his head, and treats commoner lives as worthless — “the lives of the commoners depend on the Celestial Dragons” (p. 10-12).
- They are above all law. Failing to kneel, or simply moving in their presence, is a capital offence; the crowd’s terror is that harming one summons an Admiral (p. 11, 16).
- Serial marriage as property. Charlos claims Marie as “wife number 13,” orders wives one through five “returned to the rabble,” and guns down her fiancé for objecting (p. 12-13).
- Sabaody runs an open slave market — “Sabaody has human shops that sell slaves”; mermaids and fish-men are legal merchandise even if innocent (p. 19).
- Camie is abducted by Peterman’s Hound Pets team to be sold (p. 3, 18-19).
- Jewelry Bonney can change her apparent age — she passes as “a little kid” then drops the act (“you’re not a little kid”) (p. 15-17).
- Zoro is publicly tagged as “the pirate hunter Zolo of the Straw Hat crew … only the first mate, but he’s worth 120 million” (p. 17).

Open questions raised
- Who is the “coating specialist” the crew is told to find on Sabaody? (Searched for, never named here.)
- Will Camie be rescued before she is sold at auction?
- What is the precise relationship between the World Nobles, the World Government, and the Admirals who protect them?
- How many of the eleven rookies are converging on Sabaody, and what happens when they collide with the World Nobles?
