A militaristic state perpetually at war — its people frame endless war as the only way to keep their “human rights” and pay their “heavenly tribute” to the Celestial Dragons. The country raised the young Kaido as its “ultimate soldier” and, unable to control him, sold custody of him to the World Government in exchange for a Reverie seat, enlisting him in the Navy (“because our country doesn’t know what to do with you”).
