This is a HUB note. The god-themed material is scattered across World-Building, Threads, Characters, and Foreshadowing — this note weaves it together and links out. It does not restate the linked notes’ full content. Speculation lives only in “Open questions” below, as links to Threads.

What we know

• Ch. 17 (p. 20): The series’ first “god” self-claim — Buggy’s bombast. “IF YOU’RE KING OF PIRATES, THEN WHAT AM I!? GOD OF PIRATES!?” — Buggy reaches past “King of Pirates” for the god register as pure ambition-escalation. Comic, but it installs the King vs. God contrast on-page sixteen chapters in. (Flagged as a possible long-burn seed in Ch. 17’s open questions.)
• Ch. 114 (p. 16): Luffy’s anti-determinism doctrine — the creed he will later turn on a “god.” Luffy crushes the gifted Eternal Pose: ”…SHE’S NOT DECIDING… WHAT COURSE WE TAKE!!!!” — no outside agent, however helpful, sets his course. This is the stated principle that collides head-on with Skypiea’s omniscient god-king two hundred chapters later (see the pattern section below). Cross-ref Joy Boy Identity (the freedom-doctrine register).
• Ch. 116 (p. 15): Elbaf’s god of war — divine adjudication by combat. Dorry: “Our god protects the one who is right… the god of Elbaph decides the matter.” Reinforced Ch. 119 (p. 6): “This is the judgment of Elbaph, the god of war!!!” First on-page religion in which a god is the working judge of disputes. • Ch. 163 (p. 11): Kingship is bounded under the gods. Nefertari Cobra: “Weather is controlled by the gods. Not even a king has power over it!! My commands only work on people.” The on-page theological premise Crocodile’s engineered-drought plot exploits. See Cobra Weather Is Controlled By The Gods Doctrine.
• Ch. 192 (p. 7) / Ch. 193 (p. 10): The first god-named weapon — Pluton. Crocodile utters the guarded name (“Where is the Pluton?”), then glosses it on-page: “Named for the god of death, it was the most terrible weapon of the ancient world.” Oda confirms in-text that the weapon-names encode their gods. • Ch. 241 (pp. 3–4, 12): Skypiea runs on an enforcing god. The populace lives in dread of the “omnipotent kami” Enel, whose Heaven’s Judgment erases stretches of Upper Yard instantly. Ch. 244 (p. 16) adds the surveillance clause: “the almighty Kami Enel sees everything.” See Enel Named Omnipotent Kami Heavens-Judgment God-Authority Setup.
• Ch. 248 / Ch. 255: “God” (Kami) is Skypiea’s POLITICAL OFFICE — and it changes hands by force. Gan Fall held the title and, as Kami, “sought to appease the Shandians… to end hundreds of years of bloodshed”; six years ago Enel arrived with his own army, crushed Gan Fall’s Heavenly Warriors, and usurped the office (Ch. 255). • Ch. 264 (p. 13) / Ch. 275 (pp. 11, 19): Enel’s self-styled theology. “I am lightning… Since ancient times, men have always taken their fear of the unknown and called it an ‘Act of God.’ … I am that providence” — and the creed “People do not fear the kami… the kami IS fear.” His “divinity” is a Logia fruit (Goro Goro no Mi) plus Mantra, framed as godhood. • Ch. 274 (pp. 12, 16–17): Enel’s “there is no god” paradox. “There is no such thing as ‘Kami’!! This is a world of humans!” and “Kami is just a title for the governor of the country” — yet in the same scene: “A Kami in this world… there is… IT IS I.” The arc’s god answers the “is he really a god?” question himself: the office is political, the divinity is a claim. Gan Fall’s counter — “There IS a Kami in this world…!” — keeps the sincere register alive on-page.
• Ch. 287: The Shandians worship a Sun God — the first sincerely-worshipped deity in the series. In the 400-years-ago Jaya flashback, the sacrificial maiden goes to her death saying “I’m going to meet the Sun God” (pp. 8–9). The same chapter shows the dark side of that worship: the serpent-god Kashigami is fed human sacrifices to lift a “curse,” and Mont Blanc Noland’s rifle-shot rescue is read as deicide — “KAMI KILLING” (the chapter’s title). Ch. 289: the priest Pantori “hears the voices of the gods,” and Noland proves the “divine curse” is a curable disease (Tree Fever). • Ch. 292 (pp. 16–17): The Kami office shown abused at its source. When Shandora rises into the sky, the resident Skypiean Kami lineage (Enel’s predecessor-figure) declares “I AM THE KAMI!!” and orders the newcomer Shandians expelled from their own land; the Shandians answer “That’s no god!! We can’t let him take this land!!” — the 400-year war begins under a god-title land-grab. See Sky People and Shandian War.
• Ch. 279–Ch. 299: The god falls. Luffy is named Enel’s “one and only… natural enemy” — rubber nulls the lightning-god outright (Ch. 279); unpredictability and mind-blank beat the god’s prophecy-engine (Ch. 281, see Mantra); the divine doomsday sphere is grounded around Luffy’s body (Ch. 297, see Raigo and Raigo Name Encodes Buddhist Death-Welcome Of The False God); and the Ark Maxim — hull branded 神 (Kami) — sinks as the Golden Bell tolls (Ch. 299).
• Ch. 301 (pp. 11–12): The second god-named weapon — Poseidon. Nico Robin reads the Shandora Poneglyph: “The Ancient Weapon that bears the name of a god… ‘Poseidon.’ Its location…” — explicitly “another weapon, a different one from the Pluton in Alabasta.” Two god-named weapons now exist on-page; the set’s full shape is tracked at Ancient Weapons.
• Ch. 571 (pp. 10–12): A divine-figure Devil Fruit among the Navy’s apex. Fleet Admiral Sengoku fights as a giant golden Buddha (“Fleet Admiral Sengoku is using his powers!! / I’ve never seen them before!!”), validating his “Buddha” epithet. Paired with the same chapter’s SBS framing of Marco as a Phoenix Mythical Zoan (p. 18), it adds two religious/mythic-archetype transformations to the world’s divine inventory. The Rain God ZaZa (Ch. 1182)

• Holy-Land nursery myth: “in the lower world, there’s a monster called the RAIN GOD… that dumps water on top of your head” — ranked with the people of the D and Nika as the boogeymen Celestial-born children are warned about (p. 13). Manifested @1182 as Killingham’s Sleeptid (“GOD OF RAIN ZAZA”, splash p. 14): a towering water-figure with bead-curtain face and praying-bead hands, “appearing to the rhythm of the prayers for rain,” which floods Western Village. • Ch. 1183 p. 7 — the shark-toothed child-abductor at Western Village, tallying the seized giant children, addresses a companion by the same name: “Only seven of them?! It’ll have to do… let’s go, Zaza!!” — same abduction op, adjacent chapter, unique name ⇒ folded here per the batch reconcile (no standalone Characters/Zaza). ⚠ Which on-page figure IS Zaza (companion? mount? the Sleeptid construct kept by Killingham @1182?) remains uncertain — hedge held. • Ch. 1187 — ZaZa (Killingham’s Sleeptid) is shown mid-rampage over Western Village: a towering woman-shaped water figure with a bead-curtain face pouring rain, carrying the giant children away while the mothers wail (“COLLUUUN!!!”). Sanji refuses to strike her — “the monster is a woman. I can’t kick her…” — and the chief mocks, “Can you eliminate the God of Rain?!” (pp. 12–17). ⚠ ZaZa-as-independent-entity vs pure dream-construct still undetermined.

The pattern — false gods vs. the people’s god

Strictly from ≤467 on-page evidence, every “god” the story has shown is one of two things:

1. A political title — Skypiea’s Kami is “just a title for the governor of the country” by the office-holder’s own admission (Ch. 274); it is held by a peacemaker (Gan Fall, Ch. 248), seized by a conqueror (Enel, Ch. 255), and was abused as a land-grab warrant 400 years ago (Ch. 292).
2. A self-declaration — Buggy’s bluster (Ch. 17) and Enel’s providence-claim (Ch. 264), which Enel himself undercuts (“there is no such thing as Kami,” Ch. 274). Skypiea’s divine apparatus — Heaven’s Judgment, the Survival Game, “Mantra granted only to the faithful” — is enforcement theater built on a Devil Fruit and a perception faculty.

Meanwhile, the only god anyone worships (rather than claims) belongs to the oppressed: the dispossessed Shandians’ Sun God (Ch. 287) — and the marginal: Elbaf’s god of war (Ch. 116). Sincere theology lives at the periphery; at the center, divine language is a tool of rule.

Luffy is positioned as the god-toppler, not a god-claimant. His stated creed is that no one decides his course (Ch. 114); when he meets the one figure who claims omniscient, course-deciding godhood, the matchup is structural — rubber nullifies the lightning (Ch. 279), an empty mind defeats prophecy (Ch. 281), and the false god’s cloud-borne “death-welcome” is refused by literal mechanism (Ch. 297, Raigo Name Encodes Buddhist Death-Welcome Of The False God). Oda’s Skypiea grammar: load sacred language onto a pretender, then puncture it.

A third register is only named so far: the lost ancient age encoded gods into its arsenal — Pluton, “named for the god of death” (Ch. 193), and Poseidon, “the Ancient Weapon that bears the name of a god” (Ch. 301). What that naming meant to the civilization that did it is an open Thread, not settled lore.

• Forward-canon: The Sun God’s name is Nika, and Luffy’s fruit is the Hito Hito no Mi, Model: Nika (Ch. 1043–Ch. 1044) — the Ch. 287 Sun God prayer and the Ch. 253/Ch. 300 bonfire-dance silhouettes are the ≤467 seeds. Held by Nika Silhouette in Skypiea. (No Characters/Nika note exists or should be minted — the foreshadowing note and Threads are the holders.)
• Forward-canon: Im sits above the Five Elders on the once-Empty Throne (Ch. 906 onward), with a name that orthographically encodes a “God-Buddha” divinity stack — held by Imu Identity and Imu - name foreshadows God-Buddha sovereign over the sea.
• Forward-canon: Uranus completes the sky domain of the god-named weapon set (Ch. 1060) — the earth/sea/sky god-triad etymology is held by Ancient Weapons.
• Forward-canon: The God Valley incident (Ch. 957, Ch. 1162–Ch. 1164) — held by Rocks and God Valley.
• Forward-canon: Fisher Tiger and the Sun Pirates’ liberation brand. Arlong’s sun-rayed bandanna and tattoos ARE on-page early (Ch. 69, Ch. 79) — but only as a decorative motif; the sun-as-liberation meaning (Fisher Tiger branding over the Celestial Dragon slave-mark, Ch. 621+) is entirely forward, so the whole liberation thread lives here, not in “What we know.” Held by Arlong Tattoo Sun Mark.
• Forward-canon: Mantra is later named as Skypiea’s local word for Observation Haki — dissolving Enel’s “power granted only to the faithful” theology into a mundane faculty. Held by Mantra (Etymology section).
