The given name Maffey has no documented source yet — the One Piece Wiki carries no Etymology section. Speculative, unsourced (flagged, not asserted): her signature attack is a beam fired from her mouth, so “Satchel-mouth” (→ Satchmo, Louis Armstrong’s nickname for his wide mouth) may be a loose intended pun.
