Summary
The Luffy/Buggy duel from Ch. 17 continues in the rubble of Orange Town. Buggy hears Luffy mention Shanks in the previous beat (“Red hair!?”, p. 2) and demands details before pivoting back to combat. Buggy unleashes a sequence of named Devil-Fruit techniques — Chop-Chop Buzz-Saw, Chop-Chop Harpoon, Chop-Chop Sickle, Chop-Chop Quick Dodge — exploiting body-segmentation to attack from impossible angles. Luffy lands a Gum-Gum Pistol but Buggy splits around it; Luffy’s outstretched arm gets sliced (“Not even rubber can withstand a razor-sharp blade!” / “Separate!”, p. 12). Nami watches from the wreckage, openly afraid she’ll get caught in the crossfire. Buggy nicks Luffy’s straw hat — and the chapter’s emotional pivot lands: Luffy’s rage flips on, he announces “Nobody damages this hat!!! This is my treasure!!!” (p. 14), explains the hat was given to him by a friend long ago, and verbalizes the Ch. 1 promise — “I promised I’d return that hat to Shanks!” (p. 17). Buggy recognizes the hat — “I thought it looked familiar… This is Shanks’s hat?” (p. 18) — and reveals that he and Shanks were apprentice pirates on the same ship together when they were young (p. 18). When Luffy calls Shanks “a great man,” Buggy detonates: “Don’t put yourself on the same level as him!!!” and hammers Luffy into the ground with a stomping foot (p. 19). The chapter cliffhangs on Buggy’s hate-distorted close-up. Volume bonus page (p. 20): early-development concept art of Buggy under his original name “Boogie the Clown.”
New reveals
- Buggy and Shanks were apprentices on the same pirate ship. “Shanks and I worked on the same pirate ship a long time ago… We were both young… Apprentice pirates, you might say…” (p. 18, panels 3-5). First on-page connection between Buggy and Shanks — and by forward-canon, the first hint that Buggy was a Roger Pirate, since Shanks’s youth-era ship is the Oro Jackson. Seeds Rocks and God Valley and Shanks Figarland Connection.
- Buggy recognizes Shanks’s hat. “I thought it looked familiar… This is Shanks’s hat?” (p. 18, panel 1). First time a third party identifies the straw hat by its previous owner’s name — confirming on-page that the hat is famously Shanks’s, not a random gift. Pays off (in part) Hat Handoff Promise.
- Buggy’s grudge against Shanks is personal and load-bearing. Reaction to Luffy calling Shanks “a great man”: “DON’T PUT YOURSELF ON THE SAME LEVEL AS HIM!!!” (p. 19). The intensity is disproportionate — Buggy’s reaction is hatred-and-envy, not just rivalry. First on-page seed of the long-burn Buggy-Shanks past-grievance arc that pays off across the series (Marineford, Cross Guild, Loguetown SBS-era details).
- Buggy’s Devil Fruit fight grammar is established. Named techniques debut in rapid sequence (all “Chop-Chop X” / Bara Bara X — see Bara Bara no Mi):
- Chop-Chop Buzz-Saw (p. 5) — torso/hand split spinning like a sawblade.
- Chop-Chop Harpoon (p. 12) — severed hand launched as a thrown blade-projectile.
- Chop-Chop Sickle (p. 9) — slashing arm-segment swung from off-axis.
- Chop-Chop Quick Dodge (p. 3, called in dialogue) — preemptive body-split to evade.
- Chop-Chop Quick Escape!! (p. 18, called in dialogue post-beating) — auto-disassemble to evade a counter.
- The fruit name (Bara Bara no Mi / Chop-Chop Fruit) is still not spoken on-page, but every technique now carries “Bara Bara / Chop-Chop” as its first word — Oda is naming the fruit by inference.
- Anti-slash mechanic for Luffy. “Not even rubber can withstand a razor-sharp blade!” (p. 4) → Luffy’s stretched arm is severed mid-attack (p. 12). First explicit demonstration that cutting is the rubber-Paramecia’s weakness; the same weakness drives every later Zoro-as-counterpart and Buggy-as-counter-Luffy framing.
- Luffy’s rage-trigger is the hat, in active combat. First on-page combat-time hat-rage moment (Ch. 8 was a calmer pre-fight trigger). “YOU NICKED MY HAT!!! Nobody damages this hat!!! This is my treasure!!! My friend gave me this hat a long time ago…” (pp. 13-14). The hat-as-sacred-object reading from Hat Handoff Promise now operates as the fight’s emotional climax mechanic.
- Luffy verbalizes the Ch. 1 promise in present-tense narrative. “I promised I’d return that hat to Shanks!” (p. 17, panel 6). First time the exact covenant from Ch. 1 (“give it back to me someday… when you’ve become a great pirate”) is repeated by Luffy in dialogue.
- Cover splash: Luffy and Nami on the deck of a sailboat, with a mandrill-like monkey wearing a graduation cap and glasses solving a crossword puzzle between them. A ship’s wheel, beer mugs, and a stack of books frame the panel. No Buggy, no Zoro on the cover — the chapter title (“The Pirate Buggy the Clown”) sits over an image of the next status quo, foregrounding Nami-as-future-crew before she has formally joined. (Inference: the studious monkey is decorative — there is no in-series mandrill character anchored to Luffy in East Blue.)
- Volume bonus — “Early Sketch: Boogie the Clown” (p. 20). Pre-serialization concept art labelled “ROMANCE DAWN”: Buggy in a long captain’s coat, accompanied by an unnamed bearded mook in a striped one-piece (proto-Mohji?), an unnamed tall thin swordsman, and a glasses-wearing short crewman (proto-Cabaji/Richie handlers?). Buggy’s original name was Boogie, with the same nose-tip silhouette and tricorn hat retained.

Payoffs (seeds from earlier chapters that resolve here)
Mentions / appearances
- Luffy — continuing.
- Buggy — continuing. First on-page demonstration of full body-segmentation combat grammar; first on-page admission of Shanks-shared-ship history.
- Nami — continuing. Spectator/get-clear role this chapter (pp. 11, 13, 17 reaction shots from the wreckage).
- Shanks — referenced by name and by hat. First chapter since Ch. 1 in which Shanks is the subject of a multi-page conversation.
- Buggy Pirates — continuing (off-panel; only Buggy in the active fight).
- Red Hair Pirates — referenced by association (“Shanks”, “Red Hair”).
- Roger Pirates — referenced by inference only via Buggy’s “apprentice pirates on the same ship” line; not named on-page in this chapter. (Synthesizer: do not add a
first_mentionedfor Roger Pirates from this chapter — the ship is unnamed; only the apprenticeship fact is on-page.) - Bara Bara no Mi — referenced via every technique name carrying “Chop-Chop / Bara Bara” prefix; fruit name itself still unspoken.
- Orange Town — continuing. The fight wreckage extends across the same main-street/plaza geography established Ch. 9-10.
Notable panels
- Page 1 (cover splash) — Luffy reading on a deckchair, Nami on the deck behind the wheel, mandrill in a graduation cap solving a crossword between them. Beer mugs on the deck. Chapter title overlay. Composition: Nami is standing, Luffy lounging, monkey centered — a tempo-leader for the actual crew configuration that won’t form for several chapters yet. The studious-monkey-with-glasses is a one-off gag (no in-series character anchor in East Blue).
- Page 2 (panel 5) — “You talkin’ about Shanks? You know Shanks!?” / “Red hair!?” Luffy’s first on-page acknowledgement that Shanks is associated with a visual identifier others can verify. Body language reversal: Buggy goes from menacing-clown to leaning-forward-curious.
- Page 3 (panels 2-3) — Buggy threatens to take the information “as a departing gift to hell” — the chapter’s first signal that Buggy is treating this conversation as more important than the brawl. Heavy shadow under his eyes (the Ch. 10 page-10 menace composition repeats here).
- Page 5 (full panel 1) — “Chop-Chop Buzz-Saw!!” full-page-tall composition of Buggy’s body spinning as a sawblade. First named technique of the fruit.
- Page 7 (left page) — Gum-Gum Pistol full-fist composition. Companion to the page-5 Buggy panel — both fighters get a hero-shot signature move on facing pages.
- Page 8 (panel 1-3) — ”…But your outstretched arm makes a delicious target!” / “I’ll just sever it!!” Buggy’s hand drifts free of his body holding the blade. First on-page demonstration that severed parts retain dexterity and sentience.
- Page 9 — “Chop-Chop Quick Dodge!!” + the BOOOSH! pop-apart panel — full-body segmentation as a defensive maneuver. The visual gag of the body parts floating mid-air with the head still talking is established here as the fruit’s signature feel.
- Page 11 — Nami in the rubble, sweat-drop composition: “What a fight! It’s like I’m seeing things…” / “If we get mixed up in a fight like this… we’re mincemeat!!” — first reaction-shot from a future-crew member to a real Devil-Fruit fight; her composure-under-pressure is a recurring Nami beat.
- Page 12 (top panel) — “Chop-Chop Harpoon!!!” — severed hand launched as projectile. Mid-page: SLISH! Luffy’s stretched arm severed. “Separate!” — first in-series on-page demonstration that cutting is the rubber Paramecia’s weakness.
- Page 13 (panels 4-5) — Luffy close-up, brow shadowed: “Darn you!” / “You nicked my hat!!! That does it!!” The hat-rage trigger lands in close-up — same panel grammar as Ch. 8’s “…the hat! Don’t touch…” but more compressed (one panel turnover instead of two-page build).
- Page 14 (full upper panel) — Luffy holding the hat to his chest: “Nobody damages this hat!!! This is my treasure!!!” The panel composition mirrors the Ch. 1 page-46 Shanks-to-Luffy handoff — same hand-on-hat brim, same eyes-hidden-under-the-brim shadow.
- Page 16 — “Keep this hat safe for me?” / “Do me a favor…” — Ch. 1 flashback panel re-rendered identically inside Ch. 18 (Shanks’s hand placing hat on small Luffy, no dialogue beyond the request). Visual receipt that Oda is paying off Ch. 1 by direct quotation, not just by paraphrase. (Inference: the use of the exact Ch. 1 hand-on-hat composition is a deliberate prop-tell mirror.)
- Page 17 (lower panel) — “I promised I’d return that hat to Shanks!” — Luffy mid-leap, hat secured. First active-combat verbalization of the Ch. 1 covenant.
- Page 18 (panels 1-5) — “I thought it looked familiar… This is Shanks’s hat?” → “Shanks and I worked on the same pirate ship a long time ago… We were both young… Apprentice pirates, you might say…” The single most consequential page of the chapter. Buggy’s expression in panel 1 is a recognition, not a discovery — the hat is famous to him, the past is sealed canon. Note for the visual-mirror specialist: the Buggy face here (pirate hat over eyes, mouth slack) is composed almost identically to Roger’s execution-platform compositions in later chapters — Oda is associating Buggy-with-the-hat panels with the Roger-era era visually.
- Page 19 (full panel) — “DON’T PUT YOURSELF ON THE SAME LEVEL AS HIM!!!” — Buggy stomps Luffy into the ground. Full-page-tall panel. Important: Buggy’s body is intact, not segmented, while he says this — when the subject is Shanks, the powers come off.
- Page 20 (volume bonus) — “Early Sketch: Boogie the Clown!” labelled “ROMANCE DAWN”. Buggy’s pre-serialization design: longer captain’s coat, no exposed clown-stripe shirt visible, retains nose-prosthetic and bicorn hat. Three concept-art mooks accompany him.
Open questions raised
- What ship was the “same pirate ship”? Buggy says he and Shanks were apprentice pirates together but does not name the captain or ship. (Forward canon: the Oro Jackson under Roger — confirmed Ch. 96 / 434 / 957 territory. Ch. 18 plants the seed.)
- Why does Buggy hate Shanks specifically this much? The reaction on p. 19 is hotter than any other Buggy emotional beat in the arc. The grievance is personal and named, but its cause is withheld.
- Will Luffy survive the cliffhanger? Standard mid-fight cliff (Ch. 19 will resolve), but the cliff is structured with Buggy intact-not-segmented — implying the next chapter’s reversal hinges on Buggy re-segmenting and exposing a target.
- Is rubber’s vulnerability to blades a permanent rule? First-stated mechanical law. (Forward canon: yes — Mihawk in Baratie, every Logia/Paramecia-vs-swordsman matchup afterward, and the in-Gear-5 ambiguity later.)
- Who is the mandrill on the cover? No in-arc anchor; treat as a one-off cover gag.
Cross-arc structural notes
- The Shanks-pivot mid-fight is a recruitment-grammar beat. Every Straw Hat villain whose backstory is load-bearing for Luffy gets a “wait, you knew X?” mid-fight pivot (Crocodile/Roger seed, Hody/Arlong-via-Jinbe, Doflamingo/Corazon, Kaido/Whitebeard-era). Ch. 18 is the first instance. See Straw Hat Recruitment Pattern — this is the anti-recruit version of the same grammar (the villain reveals a connection that explains his enmity, rather than the recruit revealing a wound that explains his loyalty).
- The Ch. 1 panel quotation on p. 16 is the first time Oda re-renders a prior chapter’s exact composition inside a later chapter to pay off a seed. This becomes a load-bearing technique across the series (Roger’s execution panel quoted at Marineford, Joy Boy silhouettes quoted at Skypiea, etc.). Worth a separate visual-mirror specialist note. (Inference — the composition match between p. 16 here and Ch. 1’s hat-handoff is intentional but not labelled in-text.)
