The WG “Kill Rocks” order is enacted — Harald states “I was told to stop a certain pirate crew… Rocks” and refuses to aid him (Ch. 1159 p.12). Rocks came to Elbaf for the frozen destroyers Galleila, controllable only by Harald (Ch. 1166 p.13), and for the Harald-locked Treasure of Elbaf, revealed to be the forbidden Dragon-Dragon Fruit, Model Niddhoggr (Ch. 1169, Ch. 1175) — an explicitly eater-keyed royal-line fruit. God Valley itself is shown as a WG-orchestrated purge: the Celestial-Dragon “rabbit hunt” whose 800-year quarry is the Davy Clan (= Rocks D. None of this revisits the one clause that went the other way — “Elbaf’s giants as coerced enforcers at God Valley” — which stays contradicted by Harald’s on-page refusal to participate (Ch. 1159).
