The full God Valley flashback will reveal that the World Government's price for Elbaf's allegiance / entry into its ranks was an ORDER to kill Rocks D. Xebec (seeded @1157), and that Rocks came to Elbaf hunting (a) a hereditary Elbaf-royal Devil Fruit that only unlocks if King Harald eats it (@1156) and (b) the legendary frozen ancient-giants 'Galleila' — declaring 'Elbaf is the key to taking down the Holy Land.' God Valley was therefore a WG-orchestrated purge with Elbaf's giants as coerced enforcers, not a clean Roger+Garp-vs-Rocks brawl. What happened: The full God Valley flashback pays the load-bearing components. The WG “Kill Rocks” order is enacted — Harald states “I was told to stop a certain pirate crew… Rocks” and refuses to aid him (Ch. 1159 p.12). Rocks came to Elbaf for the frozen destroyers Galleila, controllable only by Harald (Ch. 1166 p.13), and for the Harald-locked Treasure of Elbaf, revealed to be the forbidden Dragon-Dragon Fruit, Model Niddhoggr (Ch. 1169, Ch. 1175) — an explicitly eater-keyed royal-line fruit. God Valley itself is shown as a WG-orchestrated purge: the Celestial-Dragon “rabbit hunt” whose 800-year quarry is the Davy Clan (= Rocks D. Xebec’s own bloodline), into which Rocks is lured and finally weaponized/erased by the Mu-entity (Ch. 1159Ch. 1160, Ch. 1164).

The WG-orchestrated-purge-on-Rocks half keeps hardening: the Imu-entity itself wishes its Elbaf foes would “vanish off the face of the earth… as ROCKS did” (Ch. 1178 p.5), the memory-montage re-threads Rocks with the stolen Devil Fruit and the Void-Century enemies (Ch. 1179), Gaban re-benchmarks the Great One’s Haki against God Valley (Ch. 1180), and Ch. 1189 confirms Rocks’s true ambition was “King of the World,” a real hidden seat above the World Government (Shanks, pp. 8-10). None of this revisits the one clause that went the other way — “Elbaf’s giants as coerced enforcers at God Valley” — which stays contradicted by Harald’s on-page refusal to participate (Ch. 1159). No refuter fully fired (refuter #3’s Nobles’-hunt driver continues to coexist with the Rocks-purge rather than replace it; the core purge-on-Rocks is confirmed). The note holds at partially-confirmed on the one mechanism gap.
