Chapter 17: High Level, Low Level

Summary

Resolution of the Zoro-vs-Cabaji duel and the entire Orange Town arc’s central beat. The chapter opens on a chapter-title splash of Luffy kicking a tall penguin-shaped Buggy-Pirate mook in the face while a Nami-equivalent looks on — a comic cover (in-volume) framing the chapter’s mood as a triumphant beatdown. Inside, Zoro — bleeding from prior wounds — faces Cabaji, Buggy’s acrobat lieutenant, in the rubble of Orange Town’s main street. Cabaji mocks Zoro’s injuries; Zoro replies that losing to Cabaji at this level of injury would be grounds to give up his dream. He draws two swords. Cabaji escalates with named circus-tricks (“Dance of a Hundred Kamikaze Tops,” “A Hike in the Mountains,” “Fireworks in the Cool Summer Breeze,” “Sting of the Unicycle”) — Zoro deflects each. Nami announces she’s leaving — but offers a conditional alliance: if Luffy and Zoro extract the Grand Line Map from Buggy, she’ll consider teaming up again. She walks off the field. Cabaji rams Luffy with his unicycle attempting to break the duel; Buggy fires a “Low-Flying Chop-Chop Cannon” to assist. Luffy stomps Cabaji’s head down with a “keep your mitts out of Zolo’s duel!” line — the second chapter in a row where Luffy enforces the captain/first-mate division of labor. Cabaji escalates one final unicycle stab; Zoro is exhausted (“I’m tired…”), kneels — and when Cabaji mocks him as anemic, drops the punchline: “You’ve got it wrong. What I’m tired of… is your stupid circus tricks!!!” — and unleashes Onigiri (footnoted: “DEMON SLASH”), the first named santoryu technique in the series, with the third sword in his mouth. Cabaji is felled in a single panel (page 16). Luffy stomps Buggy into the ground (page 17). Both pirates lie defeated; Buggy gasps “how could common thieves have beaten us!?” Luffy and Zoro reply over them: “We’re not common thieves…” / “…we’re PIRATES!” — the first time Luffy and Zoro identify themselves to a defeated enemy as a unit. The exchange escalates: Luffy demands the Grand Line map. Buggy demands to know “You guys… call yourselves PIRATES!?” Luffy answers with the chapter’s payoff line: “I’m gonna be King of the Pirates.” And on the final tier — Buggy looks at Luffy’s straw hat, registers it, and the chapter cliff-hangs on: “You and your straw hat remind me of him when he was younger… that insolent dog with the RED HAIR!!!” — the first in-series on-page link between Buggy and Shanks. The chapter ends “To be continued in One Piece, Vol. 3!”

New reveals

• Cabaji — first named appearance. Buggy’s Acrobat lieutenant. Striped headcloth/checkered scarf, single sword (rapier-style), unicycle, can breathe fire (the “Fireworks in the Cool Summer Breeze” trick on page 8 shows him blowing flame from his mouth). First named Buggy lieutenant in the series; the first non-Buggy crewmember with a name.
• Onigiri — first named three-sword technique in the entire series. VIZ footnotes it as “DEMON SLASH” on page 16. Establishes the named-attack vocabulary for santoryu that will run for 1100+ chapters (Tora Gari, Tatsu Maki, Asura, etc.). Crucially: the technique is named only when the third sword is in his mouth — the in-mouth third-sword visual = the in-name “demon” framing. Oda is bonding the visual grammar to the attack-naming grammar from the very first santoryu attack.
• Buggy’s first named technique — “Low-Flying Chop-Chop Cannon” (page 10). First time Buggy verbally names a technique. Note the “Chop-Chop” prefix — the Bara Bara / Chop-Chop Fruit name is being seeded inside the attack name before the fruit itself is named directly. This is the first time the “Chop-Chop” word appears on-page for Bara Bara no Mi.
• Luffy enforces the duel boundary — second chapter running where Luffy explicitly refuses to interfere in Zoro’s duel (“Keep your mitts out of Zolo’s duel!”, page 12). The captain/first-mate division-of-labor is being canonized as a rule the captain enforces, not just a habit.
• Zoro’s dream re-stated under near-defeat conditions (page 3): “To anyone who calls himself a swordsman… I can’t lose, not even once.” / “If I lose to the likes of you when my wounds are only this light… then I may as well give up my dream right now.” — the Ch. 6 hara-kiri pact, restated under combat duress. First on-page re-anchor of the Zoro Hara-Kiri Pact in an active fight.
• Nami’s conditional re-alliance offer (pages 5-6): “But if you do get that map from Buggy… then — and only then — will I consider teaming up with you again…” — first explicit articulation of Nami’s transactional-but-redeemable framing. She’s not refusing the crew — she’s price-tagging it. The conditional alliance is the seed Oda will pay off when she re-joins at chapter end (next chapter or so).
• The Luffy stomp (page 11) — Luffy steps on Buggy’s chopped head mid-flight to stop the chop-chop cannon. First on-page exploitation of a Devil Fruit’s spatial weakness: Buggy’s segmented body is more vulnerable, not less, because each piece can be pinned independently. Cross-link Bara Bara no Mi.
• Buggy KO’d by Luffy + Zoro tag-team (pages 16-18) — Onigiri felling Cabaji and Luffy’s stomp felling Buggy resolve in the same beat. First on-page coordinated Straw Hat takedown of an arc’s main villain and his lieutenant simultaneously. The template for every later arc finale.
• The “PIRATES” declaration (page 18 → 17 in reading order, actually page 18 top): Luffy and Zoro each take a balloon — “We’re not common thieves…” (Luffy) / “…we’re PIRATES!” — spoken together. First in-series usage of the captain/first-mate co-declared identity. (Compare to Ch. 7’s “Luffy and his first crewman” caption — Ch. 7 was the narrator’s framing; Ch. 17 is the crew’s own framing.)
• Buggy ↔ Shanks shared past — first on-page tell (page 21, final panel): “You and your straw hat remind me of HIM when he was younger… that insolent dog with the RED HAIR!!!” — Buggy looks at Luffy’s hat and instantly maps it to a memory of a young Shanks. The implication is that Buggy knew Shanks when Shanks was younger and carried (or was already associated with) a straw hat — i.e., they crewed together. First on-page evidence for the Buggy-was-a-Roger-Pirates-apprentice reveal (which formally lands many chapters later). The visual: Buggy in close shadowed silhouette, eyes wide, recognizing the hat — not the boy.
• Shanks named on-page for the first time since Ch. 1 — but not by name. Buggy calls him “him” / “that insolent dog with the red hair” — the dropped-name preserves the reveal economy. This is the Roronoa Zolo Name Before Face technique inverted: face-before-name. By the time Shanks is named in dialogue later in the East Blue saga, the reader will have already met him in Buggy’s memory.
