The corpus has been pre-loading this axis for the whole run: the World Council projects Dragon as a “formidable enemy of the World Government” within “five or six years” (Ch. 142 p.6); Sakazuki weaponizes Dragon’s parentage publicly at Marineford (Ch. 572 p.12, Ch. 577 p.10, demanding Jinbei “hand over Dragon’s son”); and the collision is escalating in the present day (Ch. 1092 p.3, a Marine noting “first the revolutionaries the other day, now this…” as Sakazuki fights the Mariejois breakout). The Ch. 1097 foreshadowing payoff explicitly frames Dragon’s Navy service as retroactively explaining his “deep World-Government / Marine knowledge.”

• Garp dies or exits the story (e.g. at the hands of Blackbeard’s crew at Hachinosu, per the standing 1080s beat) before any Dragon-vs-Garp reckoning can occur.
• Sakazuki is deposed, killed, or retires without ever facing Dragon.
• Dragon’s confrontation, if any, is depicted as being with Imu / the Five Elders / the Celestial Dragons directly, bypassing the Marine hierarchy entirely — so the specific “Marine-vs-Revolution” (Garp/Sakazuki) framing does not pay off.
