What we know

• Ch. 254: First named (page 14). Enel’s secret project/weapon — “Maxim is almost complete… and when it is, this island won’t matter.” Tied to Enel’s stated plan to “set out on a journey… to the world of our dreams” (page 15). At this point Oda gives only the name and an “almost complete” status — its nature (Enel’s flying ark powered by his Goro Goro lightning) is not yet shown. Chekhov’s-name seed for the arc climax. • Ch. 272: Maxim’s purpose is revealed as a doomsday ark. An escaped prisoner — forced to build the ark for six years — warns Conis and Pagaya on Angel Island that Enel will “destroy everything,” “crash Skypiea into the Blue Sea,” and “kill every last person… in the sky,” then leave (pp. 11–13). The ark Maxim is named again on-page (pp. 12–13). Enel confirms the intent in the ruins, announcing he will demolish Shandora as the survival game’s “finale” (p. 18). The “leave for the sky” destination is the seed of his later Fairy Vearth goal — see Vearth, Enels Ark Maxim Will Destroy Skypiea And Leave For The Sky.
• Ch. 277: Maxim revealed in full as a lightning-powered flying ark. Enel shows the ship to a captive Nami (p. 6): the Ark Maxim, a flying ship that “runs on lightning” (p. 5) with Enel’s Goro Goro no Mi as its power conduit (“I needed a conduit source for mechanical energy… I have an excess of power, but I must save that”). “This is the only one of its kind in the world, and only I can steer it” (p. 4). Its hull is branded with the kanji 神 (Kami / “God”) (pp. 6–7) — Enel’s divine self-styling extended to the vessel. Enel names its destination: in the Maxim “we can travel to Endless Varse” (p. 7; see Vearth). The island’s hidden gold is what makes the Maxim work / “comes in handy” (p. 5) — explicitly tying the City-of-Gold gold to powering/completing the ship. Per Nico Robin, Enel intends to destroy Skypiea — “he would return everyone in the sky back down to earth” (p. 18) — and has kidnapped Nami as navigator (p. 17). • Ch. 278: The Ark Maxim is operational and airborne over Angel Island, gold-laden (“There’s so much gold…!”, p. 2) with the kanji 神 (Kami) on its hull (editor’s note, p. 2). Enel declares its launch the end of Skypiea (“the last chapter for Skypiea… the last supper for the angels in the sky”, p. 3). Nami is aboard as captive navigator; Luffy climbs onto the deck at chapter’s end (pp. 17–19), opening the Luffy–Enel confrontation on the ark itself. Reinforces the gold-powers-the-ship link visually (the deck/hull gold over Angel Island).
• Ch. 282: The Ark Maxim becomes airborne and ships out. Enel charges the ship with his lightning and it lifts off Upper Yard (“DOM… DOM…”, spinning side-paddles), floating over Skypiea (pp. 4-7). The hull’s 神 (Kami) branding is shown again (pp. 5, 16). A two-thirds-page panel shows the ark in flight — “The Ark Maxim is shipping out… this country can no longer be saved” (p. 16); Conis: “So that’s the ark the Kami’s army was working on… It’s so big” (p. 16). Enel departs aboard it with the captive Nami as navigator. The named-and-revealed ark of Ch. 254/Ch. 277 is now operational and leaving. • Ch. 283: The Ark Maxim lifts off and flies away above Upper Yard with Nami captive aboard (pages 3-16) — the doomsday-ark plan from Ch. 277 is now in motion. Sanji and Usopp board it by climbing the Giant Jack vine to rescue Nami. The Shandian chief confirms the ark’s purpose on-page — Enel “is going to destroy this country” and “will do the same thing he did to his homeland, Bilka” (page 13), tying the ark to a prior conquest (see Bilka). Enel steers it from the throne-deck and dismisses Nami’s lightning-conductor counter as useless once he scales his attack (pages 18-19). • Ch. 284: The Ark Maxim’s gears can jam from combat damage, forcing Enel to halt and repair it mid-flight (“The gears are jammed! I have to fix this!”, pp. 17-18) — a mechanical vulnerability of the lightning-ark, and the delay that buys the Straw Hats time after Sanji’s stand.
• Ch. 285: Enel reveals the Maxim is kept aloft by rare jet Dials from his homeland Bilka (wind power), so the ship “can stay afloat without electricity for long enough” — i.e. floating does NOT drain his Goro Goro charge (page 6). He declares the country’s demise “will go on as planned” and begins the ascent up the Giant Jack toward the golden bell. (Distinct mechanism from the Ch. 277 “the island’s gold makes the ship work” claim — buoyancy = Dials; gold’s role still partly withheld. Do not conflate.)
• Ch. 293: Maxim goes operational as Enel’s bombardment platform. From the deck of the Ark Maxim, Enel opens the destruction of Skypiea — lightning bombardment of the village and Angel Island (pp. 8-12) and methodical holing of the White-White Sea so the islands’ people and the City of Shandora below fall to the Blue Sea (pp. 14-16). Confirms the ship’s role as the mobile firing/escape platform for his “return everything to the Blue Sea” plan. (The giant thundercloud weapon, later named Raigo, is shown swelling but not yet named.)
• Ch. 294: Maxim’s power demonstrated as a world-ending weapon — the Raigo. Aboard the Ark Maxim, having “surpassed Giant Jack… so high above the kami’s temple in all these 400 years” (p. 2), Enel declares “With the Ark Maxim and my power, I can perform the greatest miracles the world has ever seen!! …Heaven is mine!” (p. 11), then condenses the entire sky thundercloud cover into a single colossal black sphere — the Raigo / “KINGDOM COME!!!” — over Angel Island and detonates it, erasing Angel Island and the sea-cloud it rested on “without a trace” (pp. 10–14). The doomsday purpose seeded since Ch. 272/Ch. 277 is now executed on-page. (Enel first blasts the Giant Jack vine to drop the climbing Luffy, pp. 2–5.) • Ch. 295: Maxim rises into the white-white sea carrying the Great Golden Bell Tower of Shandora. Near-splash (pp. 9–11): the ark ascends with the Shandora bell tower slung beneath it on chains, and Enel declares he will take the bell to finish his ascent to Endless Varse — “the bell that ushered in 400 years of fighting” (p. 11). The Maxim is the staging platform for the new, much larger thundercloud he forms (pp. 14–16; see Raigo), and the boarding target of Luffy and Nami’s climb plan (pp. 16–19; Luffy is blasted off the deck early, pp. 2–4). • Ch. 297 (pp. 2-3, 10-11): The ark continues its bombardment of Giant Jack (“planning to sink the vine at its roots”, p. 3) and is the platform from which Enel conjures and names the giant Raigo / “Kingdom Come” lightning sphere (p. 11). Maxim as the doomsday-ascent vessel is reaffirmed. See Raigo, Enel.
• Ch. 300 (p. 5): The Maxim — Enel’s gold-plated flying ark — is referenced as lost in the climax: “It’s too bad we lost that flashy gold-plated boat of Eneru’s” (Nami). Confirms the ark did not survive the arc’s climax (consistent with Enel departing on it / its destruction in the adjacent climax chapters). Reference only — the ark does not appear on-page in 300.

• Ch. 281: The Ark Maxim’s “final act” is named “Deathpiea.” The ark grinds upward out of the varse, snapping the Giant Jack (pp. 2–3), and its engine fires (神/Kami hull, FWOOM, pp. 6–7). Enel reveals the weapon (p. 4): “The ark’s final act… is primed and ready. It will redeem this world of despair! I call it ‘Deathpiea.’” Mechanism (p. 8): with his Goro-Goro energy the Maxim spews a massive jet stream of lightning clouds that envelop all of Skypiea in darkness, then accumulate energy and become “dozens of lightning bolts” to “annihilate the whole country.” The whole Skypiea/Angel Island population evacuates toward Cloud’s End (p. 9). The named-only ark of Ch. 254 now has its doomsday function fully staged.

Open questions about this topic

• What IS Maxim? Resolved Ch. 277: a lightning-powered flying ark, the only one of its kind, steered by Enel and powered by his Goro Goro lightning (with the island’s gold).
• What is the “world of our dreams” / destination Enel intends to reach with it? — named “Endless Varse” / Fairy Vearth (Ch. 274/Ch. 277); the boundless-land payoff is forward-canon. See Vearth.
• Exactly how does the island’s gold power or complete the Maxim? (Stated Ch. 277 that the gold makes the ship work, but the mechanism is withheld.)
• Deathpiea (named Ch. 281) — the lightning-cloud bombardment is the ark’s offensive mode, distinct from its flight/escape function shown Ch. 277/Ch. 280. How the two modes relate to the ark’s gold-fueled power budget is not yet detailed.

Etymology

マクシム / Makushimu — VIZ “Maxim.” Several reinforcing layers:

• maxim / maximum (titanic scale). Oda makes the “MAX” link explicit: Enel charges the ark to fly with his single strongest discharge, “MAX 200,000,000 V Vari” (Ch. 280 range) — and the VIZ manga renders that attack’s “MAX” as “Maximum,” directly echoing the ark’s name. The “almost complete… this island won’t matter” framing Ch. 254 is built around maximal scale.
• The Maxim gun. Fandom flags this: the Maxim gun was the first true automatic machine gun (Hiram Maxim, 1880s), the weapon that powered 19th-century European colonial conquest — a clean parallel to Enel weaponizing the ark to colonize a “new world.” Hiram Maxim also designed early flying machines, doubly apt for a flying ark / doomsday war-machine.
• Noah’s-Ark / doomsday-flood motif. Maxim is the vessel that carries Enel off a Skypiea he intends to crash into the Blue Sea — a Flood-and-Ark beat folded into his god-complex. The hull is branded 神 (“Kami / God”) (Ch. 277), extending his self-deification to the ship.
• (Unconfirmed: a faint Circus Maximus echo — “the greatest.” Fandom labels this speculative.)

The name is a chekhov’s-name foreshadow in its own right — see Maxim The Almost-Complete Weapon Named Before Reveal: Oda plants the name + a completion-clock Ch. 254, long before revealing the object (the Goro-Goro-powered flying ark) Ch. 277. Confidence: medium — the MAX/maximum link is on-page-textual; the Maxim-gun reading is Fandom-asserted (plausible, not Oda-stated).
