Summary
On the roof of the Skull Dome, Kaido — declared “winner, King of the Beasts” — stands over Luffy’s collapsed body and announces to all of Onigashima that “Straw Hat Luffy is dead.” The broadcaster Bao Huang relays that she can no longer hear Luffy’s voice. As fire engulfs the Skull Dome’s interior and the structure rumbles toward the Flower Capital, Kaido proclaims that Wano is now one gigantic weapons factory in which every person — women and children included — is a slave, and that “the cost of your defeat is your freedom and your hope.” Battered Wano allies and the near-dead Kid and Law refuse to surrender, resolving to “face death together” rather than return to bondage. At the very last beat, as Luffy lies motionless, his heart begins to beat again like a drum; the adult dragon Momonosuke hears it, and far away the millennium-old elephant Zunisha lifts its trunk and announces that for the first time in 800 years it hears “the drums of liberation” — Joy Boy has returned — while Luffy’s silhouette grins.
