Ch. 270 — pages 11–14 (the no-sells beat restated)
Wyper lands a point-blank strike on Enel and it does nothing (“seems it didn’t work on him” ); the Shandians despair that he “is invincible” and “all-knowing.” Enel frames the survival game as “the lambs that challenge me are all equal in my eyes” (p. 13). This second installment of the same wall stages the arc’s central problem — Enel cannot be beaten by force or surprise — and reinforces the all-knowing Kami false-god framing the arc is built to dethrone. (Merged from the proposed “Enel No-Sells Shandian Attack Invincible Kami Setup” reader note — same seed; the Goro Goro no Mi is NOT named this chapter, so durability-vs-fruit-nature stays open. Ch. 264 — page 15 (the Reject-Dial wall)
Wyper ’s Reject Dial — the Shandians ’ single strongest weapon — is declared to “have no effect on” Enel (“Wyper! … The reject dial has no effect on him!!” / “RUN, WYPER!!!”). Ch. 264 — page 13 (the god-doctrine, stated in full)
Enel ’s monologue: “I am lightning… How could a mere man hope to defeat lightning? … Since ancient times, men have always taken their fear of the unknown and called it an ‘Act of God.’ Anything they couldn’t control was considered ‘Divine Providence.’ I am that providence.” His Logia powers are framed as literal divinity — the arc’s central theology stated outright. Pairs with his etymology (ENEL/Enlil/El, Raijin/Buddha design) already logged in Enel .
The two halves are one seed: the tactical wall (no mortal weapon works) and the thematic claim (lightning = godhood) point at the same dramatic question the arc withholds — how does a mortal beat a “god”?
The payoff

The god-claim is the thematic target the arc dismantles — a “god” beaten by a mortal, inverting fear-of-the-unknown-as-divinity. The Reject-Dial wall sets up the need for an out-of-tier counter: a non-electrical / grounding answer (a gold conductor, and/or a rubber body immune to electricity). Forward-canon: the rubber-bodied combatant is the chekhov gun this chapter plants — flagged here, not asserted as fact. Pays off when the lightning Logia is finally beaten.
Ch. 279 — rubber body refutes the lightning-god
Pages 15-19: Enel ’s lightning “is completely useless!” against Luffy “because he’s made of rubber” (Nami ’s realization, p. 15). Enel narrates that “Not even Eneru could have imagined that there’d be someone in the world… against whom lightning would be useless” (p. 18). The chapter names the matchup outright: Luffy is “Eneru’s one and only… natural enemy!” (pp. 18-19). The god-doctrine wall — “no mortal weapon can touch a Logia lightning body” — is dismantled not by a stronger weapon but by the single mortal physiology the power cannot harm. The prediction (out-of-tier, non-electrical, rubber counter) is confirmed . Why this matters
Oda states a mechanic explicitly (chekhov-explicit: “no weapon works”) while framing it as theology (the god-doctrine), so the reader knows the wall and the stakes long before the answer arrives. The fruit-name (Goro Goro no Mi ) is not yet spoken on-page in 264 — only the powers are demonstrated; the name is minted at Ch. 266 .
