At Ch. 100 the organization is not named on-page; Dragon is named, his doctrine is articulated (another man’s voyage — non-interference with individual voyages), and Smoker’s recognition pre-loads that Dragon’s interventions are reputationally-known to Marine high-command. The Revolutionary Army was first named on-page at Ch. 432 (Robin’s exposition of Dragon’s organization, p. 18) — see the Water-Seven-aftermath era below.

Robin names and describes the Revolutionary Army (p. 18): an organization that “directly challenges the World Government,” led by Dragon (“a man of mystery,” “the world’s worst criminal”). Its ideology “has spread to many nations” and “many nations have already collapsed.” First on-page exposition of the Army’s scope and anti-WG mission. Drum-arc flashback (Ch. 142) — proto-organization installed; revolutionary as a class-label
First on-page utterance of revolutionary as a class-label (p. 6). Chess presents Wapol with a portrait of Dragon and reports the WG’s threat-assessment: “The revolutionary named Dragon… is spreading his dangerous ideas. In five or six years, he’ll be… a formidable enemy of the World Government.” The Revolutionary Army is not yet named as an organization, but the revolutionary-class-label is canonized — and the WG’s 5-6 year threat-projection canonizes the Army’s trajectory as an explicit anti-WG force.
Inter-kingdom coordination implied — the fact that Chess is presenting Dragon’s portrait at the World Council means the WG is asking member-kingdoms to participate in anti-revolutionary security. The Revolutionary Army is at flashback-time (~8 years before present) already a cross-kingdom-significant threat.
Ch. 100 — Proto-install. Dragon arrives at the Loguetown execution scaffold to intercept Luffy’s near-execution by Smoker; throws a wind-blast that destroys the platform; articulates the another-man’s-voyage doctrine; named on-page by Smoker. Marine recognition installed (“Why are you helping that guy?” presupposes Dragon’s reputational tracking by Marine high-command).
Notes
This is a proto-install based on Dragon’s solo on-page debut at the chapter-100 milestone. The organization’s name, scale, and officer roster are all forward-canon (Ch. 432+).
The Marine institution is aware of Dragon as a known entity (Smoker recognizes him by name and registers shock that he would help an East-Blue-grade pirate), but the Revolutionary Army organizational designation is not yet on-page.
Synthesizer convention: like the Marines, the Revolutionary Army is a factional body, not a pirate crew — kept under Crews/ for graph-color / Bases parity.
