Ch. 539 p. 11 — Ivankov on Dragon’s “homing instinct” toward the East Blue
In New Kama Land , Emporio Ivankov tells Luffy that Dragon has a “homing instinct” toward the East Blue“Do you have a family back in the Eastern Sea? Well?” , answered only with “Mind your own business, Iva” (p. 11, also p. 12). Luffy confirms he is from the East Blue.
Ch. 586 p.19 — Dragon physically in Goa Kingdom (East Blue)
Years before the main story, Dragon is shown active in Goa Kingdom — squarely in the East Blue , Luffy’s home sea — corroborating the “homing instinct toward the Eastern Sea” seed. (Does not yet confirm Goa is his birthplace; payoff stays forward.)
Ch. 587 pp. 14-15 — Dragon physically in an East Blue kingdom, asked if it “has special meaning”
Dragon is shown keeping watch over the Kingdom of Goa, “a remote kingdom of the East Blue,” and a companion asks, “Does this place have some special meaning for you?” The same deflection-shaped question Ivankov later voices (Ch. 539 ) — Dragon present in the East Blue, the question of why left open.
Ch. 589 p.7 — Dragon departs the East Blue for Baltigo
Dragon is in the East Blue (Goa) and leaves it for Baltigo the night after the Celestial Dragons arrive (p.7) — another tie of the Revolutionary leader to the East Blue / Luffy ’s home sea.
Why this matters
Oda lets a side character (Ivankov) voice a question the protagonist’s father refuses to answer — a classic negative-space seed: the deflection itself is the foreshadowing. The Eastern-Sea-homeland tell is planted long before any payoff, tying Dragon’s origin to the same East Blue that produced Luffy and Garp.
