Summary

The Thousand Sunny sails clear of Wano. A news bird drops the new wave of bounty posters, and the crew erupts: Luffy is now captioned “Emperor of the Sea, Straw Hat Luffy” at 3,000,000,000 Berries, leader of the 5,600-man Straw Hat Grand Fleet, and every officer is re-priced — Zoro and Jinbe crossing the billion mark, Sanji sulking at “fourth place,” Robin delighted, Chopper stuck at 1,000. Across the sea the chapter cuts to the Cross Guild, whose newly-printed poster the World Government has intercepted: Buggy “the Genius Jester” is plastered as the headliner at 3,189,000,000 Berries and named a new Emperor, with Sir Crocodile (1,965,000,000) and Hawk-Eyes Mihawk (3,590,000,000) appearing as if his subordinates. The truth, shown in flashback at Gloom Island and at Emptee Bluffs Island, is the inverse: Crocodile and Mihawk founded the bounty-hunting guild — which puts prices on Marine heads worldwide — and installed the dim, terrified Buggy as their public face precisely because his accidental legend (Roger-crew alumnus, Shanks’s old crewmate, the Impel Down breakout’s “ringleader”) makes him a believable Emperor; they privately note they can discard him whenever he becomes inconvenient. Buggy frets over his own Buggy’s Delivery overhead (its giant “biggest earners” having quit). Navy HQ reckons the Cross Guild a major threat to the world’s balance. Finally, at the Revolutionary Army’s Kamabakka HQ, the fallout from the Reverie continues: the world holds Sabo responsible for killing King Cobra, Dragon swears a reckoning with him “no matter his reason” and quietly asks the silent Kuma, “what is it that you’ve seen?” — and a transponder snail rings: “It’s me…” Sabo is calling in.
