The vast undercity beneath Dressrosa: a scrap heap where discarded “dead” toys, garbage, and the “rebellious losers” (defeated colosseum fighters) are dumped out of sight, housing a factory and trading port worked by transformed minions, and the deposed King Riku faction’s hidden base (“Riku Army Operations Base, Flower Field,” p. 14). King Riku warns of “an even deeper darkness beneath this” (p. 13), and Doflamingo’s men suspect “more secrets underground” in a structure this large (p. 10). The defeated gladiators are routed here by a giant toy/automaton enforcing the Donquixote programming — “power-type” fighters sent to the factory and trading port (p. 11).
