King of Sorbet Kingdom (South Blue), “a cruel man with a heart of stone” who “bows and scrapes to the Celestial Dragons” — described in-text as “just a tool of the Celestial Dragons” (pp. 4, 10). The antagonist of the Kuma/Ginny flashback, cowed by Dragon and Ivankov into abandoning his enslavement policy.

- His regime is shown burning villages to “cleanse the city of all filth” for Celestial-Dragon praise, sparking the people’s revolt (pp. 2–3).
- Deposed by Kuma’s “solo revolution”; flees, then plants a “WICKED DICTATOR” propaganda story branding Kuma a village-burning usurper, and returns with a WG-backed Marine fleet declaring “I am the true king!!!” — the fleet is sunk by Kuma (pp. 8–9). Ultimate fate after the sinking not shown.

- Named p. 4; shown pp. 8–10. To lower the Heavenly Tribute — which the World Government levies by the number of citizens — Bekori redraws the kingdom so only the wealthy north counts as Sorbet Kingdom, stripping the poor, old southerners of citizenship and enslaving them (pp. 8–9, map p. 9).
- Kuma storms the royal city to free the prisoners and is jailed (pp. 8–9).
- Dragon and Ivankov then intervene, breaking Kuma and Ginny out and forcing Bekori to abandon the enslavement policy (pp. 10–11). The intervention is a founding act of the Revolutionary Army.
