The antagonist of the Kuma/Ginny flashback, cowed by Dragon and Ivankov into abandoning his enslavement policy.

  • His regime is shown burning villages to “cleanse the city of all filth” for Celestial-Dragon praise, sparking the people’s revolt (pp. 2–3).
  • Deposed by Kuma’s “solo revolution”; flees, then plants a “WICKED DICTATOR” propaganda story branding Kuma a village-burning usurper, and returns with a WG-backed Marine fleet declaring “I am the true king!!!” — the fleet is sunk by Kuma (pp. 8–9). Ultimate fate after the sinking not shown.
