Summary

Opening on a color spread of the new Four Emperors (Blackbeard, Gear-5 Luffy, Buggy, Shanks), the chapter cuts to the Flower Capital, where Marine Admiral Ryokugyu (Green Bull) has landed amid the victory celebration — Denjiro and Nekomamushi try to keep the news from the recovering Luffy. Green Bull, a Logia “Woods-Woods Fruit” woodsman who preaches Celestial-Dragon supremacy (“you have no human rights”), vows to reach Straw Hat Luffy at any cost; Yamato (“I’m Yamato!! The son of Kaido!!”) and the adult-dragon Momonosuke intercept and drive him to leave the capital. At sea near Wano, the Red Hair Pirates debate visiting Luffy; Shanks reads Luffy’s new 3,000,000,000-berry wanted poster, declines to land (“We sail!!”), and over sake tells Benn Beckman: “Let’s claim the One Piece.” At Navy HQ in the New World, officers grapple with the Reverie fallout: Sabo — now hailed worldwide as the “Flame Emperor” — is alive and framed by a “SABO KILLS COBRA” headline; King Nefertari Cobra was murdered, Princess Vivi has vanished, Bartholomew Kuma was freed, and the Hoof of the Celestial Dragons was destroyed in a declaration of war.
