- **LOAD-BEARING — the dust storm blanketing Alubarna is Vivi's doing — a Dance-Powder smokescreen to interrupt the civil war and reduce casualties** (pp. 6-16). After her *destroy-the-palace* plan was overtaken by events, Vivi releases a kingdom-scale dust/Dance-Powder storm over Alubarna so neither army can see, hoping to halt the fighting long enough to be heard. Crocodile names the substance on-page (p. 14): *'THIS IS... DANCE POWDER!!!'* — the same banned artificial-rain technology he weaponized to engineer the drought is now repurposed *by Vivi* as a non-lethal battlefield smokescreen. First on-page Strawhat-ally-turns-the-villain's-own-weapon-against-the-war beat.

Summary
No cover-serial installment this chapter — p. 1 is the in-story title splash (a high black-feathered figure looms over a desert tableau; Nami, Usopp, and a frog/duck-like beast scatter in the dust). The chapter is the civil-war-goes-hot beat at Alubarna. Koza is shot mid-surrender-attempt (‘KOZA!!’); a Baroque-Works infiltrator is revealed as the shooter (‘BAROQUE WORKS!’) and both armies open fire — the engineered war finally ignites (‘BAROQUE WORKS HAS INFILTRATED BOTH CAMPS. THERE’S NO WAY YOU CAN STOP THIS!’). A massive dust storm rolls over the capital, blinding everyone. It is revealed to be Vivi’s doing — a Dance Powder smokescreen released to halt the fighting and cut casualties; Robin, over the collapsed Cobra, confirms it: ‘You fought well, little girl… but they can’t hear you now.’ In an intercut flashback, Crocodile backhands Vivi (‘Wake up, princess. …Your idealism makes me want to vomit.’ / ‘Only those with true power can afford to have ideals!’).
