Why this matters
- Load-bearing king-character-installation for Nefertari Cobra. The Ch. 142 World-Council flashback established Cobra as the moral-counterweight to Wapol; Ch. 167 articulates the operating-doctrine that makes him so.
- Moral counter-axis to Wapol’s abandon-your-people anti-king register (cf. Ch. 132 Vivi: “It’s despicable for a king to abandon his people!!”). Vivi’s princess-mandate is sourced directly from Cobra’s doctrine.
- Pre-loads the Alabasta-arc’s good-king-versus-engineered-uprising moral structure — the war’s moral asymmetry is that Cobra is a good king being framed by Crocodile’s coup-architecture.
- Recurring Oda doctrine — the king-protects-the-people-over-the-throne doctrine re-keys at Riku Doldo III (Dressrosa, the king who lays down his crown for the people), Nefertari D. Lily (Void Century forward-canon, the original sin against the people), Kozuki Oden (Wano, the king who dies-for-his-people).
