The seed

The seed predicts:

Why this matters

The compact frames Cobra as a builder-king (not just a defensive monarch) — the Nefertari-D good-king register extends to the active-construction-of-civic-infrastructure mode. First on-page Cobra-as-builder-king beat.

The moral-frame for the Alabasta arc is now installed: a king who builds desert cities is being attacked by a man who turns desert into uninhabitable wasteland. The structural inversion (builder vs. desiccator) is the arc’s moral spine. Crocodile’s plot is not just steal a kingdom but destroy what the king has built.

The compact also sets up the Cobra-Toh-Toh-Koza inter-generational triangle: Cobra commissions Toh-Toh; Toh-Toh raises Koza who leads the rebellion against Cobra; Vivi (Cobra’s daughter) is the link who can resolve it. The whole Alabasta-civil-war tragedy is a broken-compact narrative.
