The seed predicts:

• Yuba will be a forward-canon Strawhat destination — Vivi’s mission-path through Alabasta will visit Yuba (already canonized Ch. 158-163).
• Toh-Toh as the tragic-builder — the same drought that triggers the civil war is destroying his life’s work. The Cobra-Toh-Toh compact is the moral-frame for the entire Alabasta tragedy.
• Crocodile’s environmental sabotage targets exactly this kind of civic project — the engineered drought is operationally attacking the builder-king’s infrastructure.
• The Cobra-Toh-Toh handshake will be re-invoked in the arc-climax as the test of loyalty across the civil-war divide.

Why this matters

The compact frames Cobra as a builder-king (not just a defensive monarch) — the Nefertari-D good-king register extends to the active-construction-of-civic-infrastructure mode. First on-page Cobra-as-builder-king beat.

The moral-frame for the Alabasta arc is now installed: a king who builds desert cities is being attacked by a man who turns desert into uninhabitable wasteland.
