Chapter 161: The Green City Erumalu

Summary

Cover-art (p. 1): Django’s Dance Paradise, Vol. 27: “Shall We Dance?” — Django + Fullbody mid-clash, the cover-arc’s first active confrontation installment.

In-story (pp. 2-4), Crocodile’s Rainbase desk finally appears on-page — the Warlord/Boss is rendered as a heavily-shadowed silhouette at his desk, dispatching orders into the dark. Miss All Sunday / Paula (Miss Doublefinger) is in the room with him; Bunchi thunders across the desert outside (THUD THUD), now caption-named Special All-Terrain Transport Turtle (Baroque Works) — re-keyed from personal mount to organizational asset. Crocodile names Pola — Miss Doublefinger’s civilian identity — and confirms the Unluckies never came back; he has dispatched Lizard Runners (the Urgent Delivery Force) as substitutes (‘Have the Billions in Nanohana been notified?’).

The chapter cuts to that afternoon (pp. 5-9). Luffy spots a city on the horizon and yells ‘IT’S YUBA!!! WE’RE HERE!!!’ — DOOM!! WOOOOO… — but the city is dust-blown, half-ruined, abandoned. Vivi (subdued): ‘No, this is Erumalu. It used to be… the Green City.’ The Straw Hat party has just sailed up the Sandora River; Yuba is still half a day’s march northwest. Vivi’s hand-drawn map (p. 6) shows the kingdom’s interior: Erumalu (current location), Nanohana (port city), Sandora, Katorea, Yuba (Yuba-Oasis), Alubarna (centered) — the first on-page geographic blueprint of Alabasta.

A Kung Fu Jugon (pp. 7-8) — a martial-arts seal/pinniped — attacks Usopp (HYAH!!); Luffy KOs it with a casual punch (TA-DAH!!). A legion of jugons promptly surround the Straw Hats with paws raised in unison (arf! arf!). Vivi explains: ‘A disciple of the martial arts, eh? It’s the code of the Kung Fu Jugon to become the apprentice of anyone who defeats it.’ Chopper bribes them off with food.

The chapter’s central exposition runs pp. 9-17. Vivi, walking the Strawhats through Erumalu’s ruins, lays out the Alabasta drought: the Sandora River nourished this land but is being overcome by the sea (p. 9 — estuary diagram); the kingdom has not had a drop of rain in this entire region for three years (p. 10); the only exception is Alubarna, the capital — the city where the king’s palace stands has been getting plenty of rain. ‘The people called it the King’s Miracle… until the day of the Incident.’

The Incident (pp. 11-13, flashback): two years ago at Nanohana port, a crate falls off a cart and bursts open — GREEN POWDER? The shipping foreman screams: ‘AAH!! This is terrible!! We dropped it!! We were supposed to deliver it to the king in Alubarna!! The king ordered it!! We were just making a delivery!!’ The crowd: ‘THIS IS… DANCE POWDER!!!’

Dance Powder (pp. 13-15): Vivi explains the substance — a powder that turns into mist and rises to the sky, where it triggers ice particles to grow in the clouds and fall as rain. Developed by a scientist in a country where it never rains. It works — but has a terrible side effect: it steals rain from upwind countries (‘The countries upwind suffered the “Dry Curse”!!!’). The artificial rain pulls moisture from even the smallest clouds across the upwind region. After lives were lost and neighboring countries attacked, ‘the World Government banned the production and use of Dance Powder worldwide.’

Crocodile’s frame-up (pp. 16-17): the Nanohana powder-spill was a trap. ‘A huge quantity of Dance Powder had been placed inside the palace too.’ — the people, seeing the kingdom-wide drought and the rain-blessed capital, concluded the king had used Dance Powder to hoard rain. The king had no idea. Vivi, fists clenched: ‘It was a trap set by Crocodile!! And just as he planned… drought ravaged the land. The anger of the people increased with their hunger. Ultimately, a rebellion broke out!!! …And who was responsible for all this misery? CROCODILE!! He was behind it all!!’ Luffy taunts (‘Hey, it’s all your father’s fault, Vivi!!’) and earns a THWAK!! from Vivi: ‘Vivi’s father would never do something so evil!!! He was framed, you idiot!!!’

The chapter closes (pp. 17-19) on a hanging gallows-tableau (skeleton on a noose) framing Vivi in tearful close-up: ‘I… …will never forgive that man!!!’ Chopper deadpans ‘Hmph… stupid kids.’ The party walks out of Erumalu’s outskirts. Luffy clenches his fist big-panel: ‘Let’s get moving. I’m itching for action.’ (KRRK).

Back-matter (p. 20): SBS Vol. 18 Question Corner — Baroque Works female-agent codename pattern canonized. #0 All-Sunday, #1 Doublefinger (New Year’s 1/1 → two pointer fingers), #2 Bon Clay (Bon/year-end), #3 Golden Week, #4 Merry Christmas. • Chapter title — Chapter 161: The Green City Erumalu (p. 1). Names a previously-unseen Alabasta city — Erumalu, the Green City — and pre-loads it as the chapter’s drought-ruined visual thesis.
• Crocodile’s first on-page visual appearance (pp. 2-4) — silhouette behind his desk in his Rainbase HQ. • The Unluckies never came back (p. 4). Crocodile confirms the Ch. 0119-0125-era Unluckies-as-Mr.-3-couriers have not returned to Rainbase — the courier-vector is severed. Reads as off-page confirmation that the Unluckies dispatched in the Little Garden arc did not survive the events of the wax-mansion arc; Lizard Runners replace them organizationally.
