Baroque Works Officer Agent. Distinctive design: a stylized number-3 hair-topknot (the digit 3 literally forms the shape of his hairstyle), narrow dark glasses, striped officer’s coat. Self-identifies as the brain-tier officer — ‘in the end, the superior criminal’s greatest weapon is his brain.’ (Ch. 117 p.5) — contrasting with Mr. 5’s brute-tier (booger-cannon).
Dispatched on direct boss-orders via paper directive (Ch. 117 p.4) to clean up the Whisky-Peak survivors. Enforces code-name-only public address against his partner Miss Goldenweek (stop calling me by my code name in public… you’ll give away my secret identity!!!). Holds Mr. 2 in contempt (they should’ve done in Mr. 2 as well).

Robin drops a wax cage-key (KL UNK! / WHOOSH!) through the cage-floor trapdoor into the underground pit (WOOOOO) below Rain Dinners — the same trapdoor-aquarium-tunnel-system Mr. 3 was dropped into in Ch. 0166. The Ch. 0166 eaten by Bananagator on-page death is complicated by Mr. 3 being canonically alive at forward-canon Impel Down (Ch. 0524+); the Ch. 0172 wax-key arrival in the underground pit is a structural-tell that Mr. 3 survived (presumed wax-armor or off-page escape) and is operationally below Rain Dinners.
