Oda’s preferred named-before-shown template — characters are named in passing in early arcs, then debut visually much later, retroactively installing the name as load-bearing. Internal-officer-rivalry register: Mr. 3’s they should’ve done in Mr. 2 as well establishes that Mr. 2 is already personally disliked by Mr. 3 at the Officer-Agent tier — pre-loading any later Mr. 2 / Mr. 3 cross-arc interaction.
Officer-Agent-tier-mortality canonized as casual — Mr. 3’s reaction to the (mis-reported) news of Mr. 5’s death is contempt, not concern. The internal-officer-relationship-doctrine is canonized as anti-loyalty / each-officer-for-themselves — consistent with Mr. 5’s Ch. 110 Anyone stupid enough to sacrifice himself for a partner deserves to die doctrine. The brain-tier-officer is no kinder to fellow officers than the brute-tier officer was.
Rank-position math: Mr. 2 sits structurally between Mr. 0 (boss) / Mr. 1 (top male officer) and Mr. 3 (brain-tier). Mr. 3’s contempt implies Mr. 2 is not below him in rank — Mr. 2 must therefore be a peer-tier or above-tier officer that Mr. 3 personally finds disagreeable. Forward-canon: Mr. 2 Bon Clay is indeed ranked above Mr. 3 (lower number = higher rank), and the contempt is from the lower-ranked-but-self-coded-superior Mr. 3 looking up at Mr. 2’s higher-rank-but-character-actor flamboyance.
