Forward-payoff: Mr. 3 leads the Little Garden arc-villain operation, deploying his Doru Doru no Mi (Wax-Wax Fruit) wax-prison trap against the Strawhats in Ch. 118+. The cliffhanger ale-sabotage at Ch. 117 pp.16-17 (Dorry collapses) is implied to be his opening move — the brain-tier-officer mission-doctrine articulated at p.5 is operationally engaged via the off-panel ale-sabotage.

The Officer-Agent rank-card panel grammar (BAROQUE WORKS OFFICER AGENT placard) is the third on-page instance of the placard-debut convention (Mr. 5 + Miss Valentine in Ch. 110; Mr. 3 + Miss Goldenweek in Ch. 117). The convention now serves as a canonical Oda-tell: every new Baroque Works Officer-Agent will be introduced via this placard-grammar.

Brain-tier vs brute-tier internal-officer-power-doctrine: Mr. 3’s self-coding as the superior-criminal’s-greatest-weapon-is-his-brain officer crystallizes an internal-power-axis within Baroque Works that complements the numeric-rank axis. Forward-pattern: every later Officer Agent will read as occupying a tier-position on the brain-vs-brute axis (Mr. 1 = brute / blade-body; Mr. 2 = mimicry / character-actor; Mr. 4 / Miss Merry Christmas = strength-via-DF-prop; Miss Doublefinger = brute / spike-body).
