Firsts
  • Impel Down's internal structure is shown on-page: Level 2 'Demonic Beast Floor' (Wild Beast Hell), Level 3 'Starvation Hell' (prisoners starved, floor superheated by the Inferno Hell of Level 4 below), with deeper levels beneath — a descending sequence of escalating hells.
  • Captain Buggy is leading a mass prisoner riot on Level 2, hailed by the inmates as 'our savior'; the prisoners have broken out of their cells and seized the guards' keys.
  • The Marines / Impel Down staff deduce that Monkey D. Luffy and the condemned prisoner Portgaz D. Ace are brothers (confirmed by Fleet Admiral Sengoku at HQ), and that Luffy has broken into the prison to rescue Ace before his execution.
  • Bartholomew Kuma's claim that he annihilated the Straw Hat Pirates at Sabaody is now exposed as a lie — the Marines know the crew survived.
  • Golden Lion, 'the pirate that could fly,' is named as the ONLY person ever to escape Impel Down — and that was 20 years ago; no one has ever broken IN before Luffy.
  • New character Saldeath debuts: Captain of the Guard and Commander of the Bluggori (the blue demonic-beast jailers); he captures Luffy, Buggy and Mr. 3 in a sea-prism-iron net.
  • Warden Magellan is named as the head of Impel Down (not yet shown).
  • Bon Clay (Mr. 2) is revealed to be imprisoned in Impel Down too, reuniting on-page with his old Baroque Works comrades Buggy and Mr. 3.

Summary

Inside the great underwater prison Impel Down, alarms ring as Straw Hat Luffy’s intrusion throws the place into chaos: a hole punched through the floor has dropped a demonic-beast “Sphinx” down a level, and on Level 2 the prisoners have rioted and broken free, rallying behind Captain Buggy, whom they hail as “our savior.” At Navy Headquarters, the Marines reel — first Enies Lobby, then the punch thrown at a Celestial Dragon, and now the first break-in in Impel Down’s history — while Vice-Admiral Garp roars with laughter and pride that the culprit is his own grandson, and a senior officer rages that no one has breached the prison since Golden Lion flew out 20 years ago. The staff piece together that Luffy and the death-row prisoner Portgaz D. Ace are brothers, and that Luffy means to free Ace before his execution. Down on the searing Level 3 (Starvation Hell), Luffy, Buggy and Mr. 3 try to descend toward Level 4 but are snared in a sea-prism-iron net by Saldeath, Captain of the Guard and Commander of the Bluggori; the trapped Sphinx wakes, shreds the net, and frees them. Luffy fights off the Bluggori while Buggy and Mr. 3 abandon him and flee — only to stumble into a cell where a familiar voice is singing “Oh Come My Way”: Mr. 2 Bon Clay, locked up in Impel Down, recognizes his old Baroque Works comrades.
