Conjectural — Tsuru name-etymology seed
Tsuru (鶴, tsuru = crane) — possibly a name-foreshadow for Vice-Admiral Tsuru, a forward-canon Marine character (Marine HQ, introduced ~Ch. 234 in the post-Alabasta arc-aftermath). The cover-arc may be installing a long-burn name-etymology seed: Tsuru Transportation = crane-transportation; the stork/crane mascot atop the transit-stop sign reinforces the tsuru visual-tag.
