The seed

In Ch. 527 (p. 10) Buggy states that below Level 4 are rumored “monsters so dangerous they’ve been erased from history” — possibly where Ace is held — and that “some prisoners are sent to floors even lower than that.” The cross-section diagram (p. 10) only labels Levels 1-5; the dialogue points past it to an unlisted, deliberately-hidden bottom floor.

Why this matters

A negative-space seed: Oda labels the diagram only as far as the public knows and lets a throwaway prisoner-rumor imply a deeper, redacted floor. The mismatch between the shown structure and the spoken rumor is the tell that the prison’s true bottom is being deliberately withheld.
