Chapter 531: Level 3: Starvation Hell

Summary

With one intruder loose inside the great underwater prison, the Navy mobilizes to capture Straw Hat Luffy before Impel Down becomes “the laughingstock of the whole world” — but Chief Guard Sadie waves them off, raises the prison’s single drawbridge, and seals Impel Down completely shut, confident there is “nowhere to run.” On the deep floor where Ace is interned, the staff announce a “special visitor”: the Pirate Empress Boa Hancock, here under her Warlord exception. Jeered and pawed at by the cell-block prisoners, Hancock coldly disdains them; Warden Magellan unleashes his poison Hydra to put the rabble down (“I’ll show you who’s the boss of this prison!”) before granting Hancock private time with Ace. Hancock — secretly acting out of her love for Luffy — tells Ace what she came to say: his little brother has come to break him out. Up on Level 3 (“Starvation Hell”), a starving Luffy dodges sniper fire and sea-prism nets, then is ambushed by a lion-maned figure in prison stripes he mistakes for Zoro — who turns out to be Mr. 2 Bon Clay, alive and imprisoned. Bon Clay subdues the Level-3 Sphinx jailer beast, tearfully reunites with Luffy, re-demonstrates his Clone-Clone Fruit, and — learning Luffy means to reach Level 5 — declares he has someone to see down there too, so they set off together.

• Impel Down’s command staff debut: Warden Magellan, a poison Devil-Fruit user whose “Hydra” can poison-execute prisoners on the spot and who carries the power “to execute all of you, right here and now” (pp. 10–12); he is mocked as “diarrhea man” for chronic poison-induced diarrhea (pp. 9–10). Hannyabal, the under-/vice-warden, openly blurts that he wants Magellan’s job — “I really want to be the warden!” (p. 7). Sadie (“Miss Sadie”), the Chief Guard / torturer (“Security Chief, Impel Down”), is a sadistic whip-and-trident wielder who “love[s] the sound of screaming” (pp. 3–4).
• Impel Down can be sealed totally: the drawbridge is “the only way in or out,” and Sadie has it raised — “Impel Down is now completely sealed off!” (pp. 4–5).
• The Navy is deployed to recapture Luffy because letting an intruder slip in would shame “Impel Down and the World Government,” especially with the risk that “Ace were to escape” (p. 2).
• Boa Hancock exploits her Warlord visit to reach Ace’s cell, ostensibly out of “curiosity” toward “the man who was the trigger for this war I’m about to participate in” — actually to tell Ace that Luffy is coming for him (pp. 6–8, 13).
