Chapter 1028: Brachiosnakeus

Summary
Inside a guest parlor in Onigashima castle, two CP-0 “Aigis Zero” agents receive battlefield reports — including that the “second dragon” flying with Straw Hat Luffy is the artificial Devil Fruit Vegapunk created, and thus an enemy of Kaido. Rob Lucci is shown to be one of the agents; their orders from above are clear: if Kaido falls, Wano (a non-WG nation) will be placed under government direct control, and ships are already en route. One last order — capture the Straw Hat Nico Robin, whose existence is “key” to piracy whichever way the battle goes (Robin and Brook are meanwhile holding their own). Above Wano, the floating island races toward the Flower Capital: Momonosuke has minutes to learn to summon flame clouds and keep Onigashima aloft, while Yamato breaks off — transforming into a giant wolf — to reach the explosives-packed armory beneath the Skull Dome before any fall multiplies the catastrophe. On the Performance Floor, Queen in full Brachiosaurus form unveils Brachiosnakeus, Brachio-coilus, and his torso-mounted Brachio Launchers against Sanji, who lands a Diable Jambe Grill Shot but is then crushed in Queen’s coils — only for his body to refuse to break. Something is changing inside Sanji, and he is terrified of becoming “a monster like them.”

- Rob Lucci is the CP-0 agent in Wano. Caption on p. 5: “Rob Lucci — Government Intelligence Agency Cipher Pol ‘Aigis’ Zero.” First time the previously-unnamed Wano CP-0 agents are tied to a named character.
- WG annexation plan. On the “freak chance” Kaido loses, Wano “will be placed under the government’s direct control”; ships are already heading to Wano (pp. 3–4).
- Capture order on Robin. CP-0’s extra order is about a Straw Hat — Nico Robin: “to the forces of piracy, that woman’s existence is key… no matter which way the battle goes” (p. 5).
- Vegapunk-fruit identification. Observers conclude the second (non-Kaido) dragon flying with Luffy “must be the devil fruit that Vegapunk created” — i.e. Momonosuke’s artificial fruit — and is therefore Kaido’s enemy (p. 3).
