Chapter 408: Monster vs. Kumadori

Summary

Two fights finish and the headline confrontation begins at Enies Lobby. Nami battles Kalifa, who finally reveals her power — she ate the Bubble-Bubble Fruit (the chapter NAMES it on-page) and is “a soap person who can create bubbles anywhere on my body.” The bubbles “loosen and wipe away anything. Dirt, of course… but also power… as well as other things” — they strip strength on contact, the trap that floored Nami the moment she stepped onto the soaped floor. Nami reasons it out and, once Kalifa washes the bubbles off her own body, regains her mobility; she counter-attacks with the Clima-Tact’s lightning (“Thunder Ball!!”, “Golden Bubbles!”), but Kalifa dismisses the weapon as “woefully inadequate,” deploys Shave (Soru) and Moon Walk (Geppo), and moves to coat Nami smooth. Elsewhere, the rampaging monster (Chopper’s overdose form) has already beaten Kumadori — it hurls him clear out of the Tower of Law and across the gap to the courthouse square on the Main Island, where bystanders identify the wreck (“It’s Mr. Kumadori of CP9!!!”) and the monster by its X-mark hat. Underground, Spandam drags the sea-prism-chained Robin through the passage beneath the sea toward the Gates of Justice, gloating over a cross-section of the route (underwater passage → Bridge of Hesitation halfway point → Gates of Justice) — “once the gate is closed again, it will be over… forever.” Robin hears Luffy’s “RO-BIIIIN!!!” booming down the corridor. Luffy smashes through the corridor doors (“these don’t look like they’re made of iron” — residue of Blueno’s Doa Doa traps), crashes into a chamber that “got bigger,” and lands face to face with Lucci (“Aha! The pigeon guy!!”). Lucci: “Welcome.”

• Kalifa’s Devil Fruit is NAMED on-page: the Bubble-Bubble Fruit (Awa Awa no Mi). “I ate the Bubble-Bubble Fruit… I am a soap person who can create bubbles anywhere on my body!!” (pp. 3-4). First on-page naming of the fruit she ate (unnamed) Ch. 385.
• The soap mechanic is stated in full. The bubbles “loosen and wipe away anything. Dirt, of course… but also power… as well as other things” (p. 7) — they strip strength on contact. This is the on-page explanation for why Nami collapsed the instant she stepped onto the bubble-coated floor.
• The trap is diagnosed and partly beaten by reasoning. Nami works out that the floor bubbles drained her (“the floor was covered with bubbles… it must have been because of her powers”, p. 6); when Kalifa washes her own bubbles off, Nami can move again (“I can move again! It must be because the bubbles went away”, p. 8). Nami’s lightning (“Thunder Ball!!”, “Golden Bubbles!”, pp. 8-9) is called “woefully inadequate” by Kalifa.
• Kalifa uses Six Powers in combat. “Shave” (Soru) (p. 9) and “Moon Walk” (Geppo) (p. 10) — confirming Kalifa, like the other Enies Lobby CP9, is a full Rokushiki user, not merely a Devil-Fruit fighter.

The route to the Gates of Justice is laid out (pp. 16-17): underwater passage → Bridge of Hesitation (halfway point) → the second half of the bridge rises from beneath the sea → the Gates of Justice. “Once the gate is closed again, it will be over… forever.”
• Chopper’s monster wins decisively and over a huge distance. The monster hurls Kumadori out of the Tower of Law and across the gap to the courthouse square (“Didja say he came flying from the Tower of Law?! That’s ridiculous!!”, p. 15). Onlookers identify the agent (“It’s Mr. Kumadori of CP9!!!”) and recognize the monster by its X-mark hat (“the CP9 guy who was in the fridge”). (The on-page label “Monster Point” is not used this chapter — only “monster” is shown; record the monster transformation as shown.)
• Luffy reaches Robin’s group and confronts Lucci. Robin hears Luffy calling her name through the underground passage (pp. 17-18). Luffy breaks through the corridor’s non-iron doors and crashes into the chamber, landing in front of Lucci — explicitly “the pigeon guy” (p. 19). Lucci’s greeting, “Welcome.” (p. 19), sets the Luffy-vs-Lucci showdown. (NB: this is Lucci, not Blueno — Blueno was defeated by Gear Second Ch. 388; the corridor doors are the residue of Blueno’s Doa Doa, but the figure who greets Luffy carries Hattori the pigeon and is Lucci.)
