A two-generation Cipher Pol family that carried the World Government’s Ohara persecution across 20 years. Spandine was Director of CP9 twenty years ago — he exposed Olvia’s crime, gave the signal for the Ohara Buster Call, and placed the bounty on the eight-year-old Robin. His son Spandam later became CP9 Director and personally hunted the surviving child Robin, telling her on the Enies Lobby bridge “the man who was Director of CP9 at the time… was my father Spandine!!” (Ch. 419 p. 8). The lineage — previously only IMPLIED by the shared ‘Span-’ surname and the Ch. 394 “my son should fill my position as Director” succession line — is confirmed on-page Ch. 419. The family’s name encodes the CP9 animal/panda theme via Spandam (パンダ panda).

The Spandam family is the human face of the WG’s multi-generational drive to erase Ohara and its lone survivor.
