Structural lore — the World Government’s centuries-old forced-gigantism research, copied by Caesar on Punk Hazard.

What we know

Ch. 668: Forced gigantism in humans — engineering normal-sized people (here, abducted children) into giants — is a World Government research program “that’s been in the works for centuries” (p. 8, Law).
Ch. 668: Its strategic purpose — “when you can manufacture an army of giant warriors whenever you want, it tends to discourage enemies.”
Ch. 668: Caesar is replicating the research independently to “rub it in the government’s and Vegapunk’s noses.” Mechanically the captives are grown via manipulated pituitary activity and the addictive NHC10 candy (per Ch. 665).
Ch. 834: Big Mom funds Caesar Clown to develop a gigantification drug to make her family grow to the size of giants — “the entire world wants that technology” (pp. 12-15). Caesar privately states gigantifying the human body cannot guarantee survival and that prior tests killed test subjects, framing safe artificial gigantism as still-unsolved. See Big Mom’s Dream.
Ch. 989: The Numbers — Oars-sized monster-soldiers in Kaido’s Animal Kingdom Pirates — are named by Big Mom as “the failed attempts at ancient giants” that “Kaido bought… from Punk Hazard” (p. 7).
