Summary
In the underground trash dump beneath Structure C, Luffy realizes the starving, talking Eastern dragon he has cornered calls itself Momonosuke — the very name the samurai has been hunting for. In a flashback the dragon recounts his past: a stubborn samurai-boy stowaway brought to Caesar’s “facility for ailing waifs and tots,” who refused the other children’s kindness, overheard that “Master Caesar” intends to make the kids die, and fled into the forbidden Secret Room, where he ate Vegapunk’s artificial Devil Fruit — a specimen kept in a glass case and “thought to be a failure” — and turned into a dragon. Caesar, meanwhile, is shown gloating that the gigantified children are a disposable experiment: the drug is killing them, and he plans to replace them every five years. Luffy resolves to climb out and saves the dragon by riding it; Momonosuke panics and takes flight, carrying Luffy skyward. Across the collapsing lab the rescue races a clock: Usopp, Kin’emon and Brook hunt for Sea-Prism-Stone shackles and Momonosuke; Sanji, Tashigi and G-5 fight Caesar’s killer gas; and at the Biscuits Room Robin, Nami, Chopper and Zoro try to herd the candy-addicted children to safety. When Monet — revealed to wield the Snow-Snow Fruit, a Logia — fills Structure B with snow to stall them, Robin pins her and Zoro draws to take the Logia himself, as the “Land of the Dead” gas creeps toward the room with about twenty minutes on the clock.

- The Eastern dragon in the trash dump introduces itself as Momonosuke (pp. 3–4); Luffy recognizes the name (“I think I’ve heard that name before,” p. 3). The “dragon-child” the captive girl described in the Secret Room (per Ch. 683) is confirmed to be him.
- Momonosuke’s origin (flashback, pp. 6–11): a samurai-boy stowaway discovered and taken to Caesar’s “facility for ailing waifs and tots.” Proud and standoffish (“I am a samurai!! I do not accept the pity of others!!”), he was nonetheless befriended by the other captive children. He fled into the forbidden Secret Room and ate Vegapunk’s artificial Devil Fruit (p. 11) — a fruit kept in a glass case, which one onlooker says was “thought to be a failure” — transforming into a dragon and apparently becoming stuck in that form.
- The artificial fruit behaves like a Zoan (dragon ⇄ human), but its mechanics confuse the cast — Momonosuke can “turn back into my original form” yet doesn’t know how (p. 11). First on-page confirmation that artificial Devil Fruits exist and were engineered by Vegapunk.
- Caesar’s plan for the children is lethal by design (p. 12): the gigantification is an experiment to “find the limits of my drugs,” the drugs “can’t last forever,” “this batch of subjects won’t be around any longer,” and he will need a “fresh refill” of new children “in another five years” — a “necessary sacrifice for my success.” The children are being killed.
