  • THE NEW SHIP (still UNNAMED on-page) is unveiled — Franky's completed 'ship of dreams,' built in days by Galley-La's first-rate shipwrights. Features shown: a lion/sun figurehead, a grass-LAWN deck with a SLIDE, an interior AQUARIUM / fish-tank room ('catch fish from the ocean, throw them in and watch them swim'), a kitchen with a huge oven and the lockable fridge Sanji dreamed of, a 'SOLDIER DOCK SYSTEM' Franky invented, and brigantine rigging; it is twice as big as the Going Merry, 'can sail in any waters of the world,' and could 'circumnavigate the globe' (pp. 5-8, 16-17). The ship is NOT yet named this chapter.
  • WHY SANJI'S WANTED POSTER IS A SKETCH: at Navy HQ a Marine reveals the photographer forgot to take the cap off the lens, so the developed film of 'Black-Leg' came out solid black — hence a hand-drawn sketch instead of a photo; the crew's total bounty is stated as 'over 600 million' (pp. 3-4).
  • Franky's FIRST wanted poster is shown on-page (DEAD OR ALIVE — FRANKY), now lumping him in with the Straw Hats (p. 12).
  • Franky's reluctance is explained by a Galley-La foreman: Franky secretly longs to go to sea but feels a 'duty' to stay on the island; if asked to his face he could not refuse, so he hid — the only way to free him from that duty is for Luffy to FORCE him to come (pp. 9-11).
  • The Franky Family yank off Franky's swim-trunks and relay them in a town-wide chase toward the Straw Hats, sacrificing themselves so Luffy can hold the trunks as leverage; chapter ends on Luffy's recruitment ultimatum: 'If you want your trunks back... you have to come with us!' (pp. 12-19).

Summary

Back on Water Seven, the Straw Hats settle their stance on taking Usopp back (“This is about doing what’s right”) and crowd around their fresh post-Enies-Lobby wanted posters — laughing at Sanji’s crude sketch and Chopper’s joke 50-berry “pet” bounty. At Navy HQ, the reason for the sketch is exposed: a photographer left the lens cap on, so “Black-Leg’s” photo developed solid black; the crew’s combined bounty is “over 600 million.” At the Galley-La docks, Iceberg (“the ice guy”) and his foremen present Franky’s just-finished ship of dreams: a lion-figureheaded, lawn-decked, aquarium-equipped vessel twice Merry’s size that can sail any sea. Luffy decides on the spot that Franky is his shipwright, but a foreman warns that the lonely cyborg feels duty-bound to the island and will only leave if forced. The Franky Family take the choice out of everyone’s hands — they snatch Franky’s trunks and run a city-wide relay to hand them to Luffy, baiting a pantless, rampaging Franky into a chase that ends at Scrap Island and the new ship. Luffy thanks Franky for the greatest ship he’s ever seen and closes with the leverage line: if Franky wants his trunks back, he has to come with them.
