The seed

On p. 19 Galley-La Company states three constraints at once: Aqua Laguna floods the city tonight, only the last two Sea Trains leave today, and the crew “won’t be going anywhere on the boat they arrived in.” Together they herd everyone toward the Sea Train — the route that carries Robin (and the rescue) to Enies Lobby. The flood is the arc’s countdown clock.

The payoff

(Forward-canon: the Sea Train chase toward Enies Lobby is the structural engine for the next several chapters. Not yet paid off through this batch — status: pending.)

Earliest known caller

(Unknown.)

Why this matters

A trio of converging constraints (flood deadline + sole exit + own-ship ruled out) is Oda’s arc-structure grammar for funneling characters onto a single forced route — the countdown clock that powers the Enies Lobby road. Cross-link Aqua Laguna, Water Seven, CP9, Nico Robin.
