On p. 19 Galley-La Company states three constraints at once: Aqua Laguna floods the city tonight, only the last two Sea Trains leave today, and the crew “won’t be going anywhere on the boat they arrived in.” Together they herd everyone toward the Sea Train — the route that carries Robin (and the rescue) to Enies Lobby. The flood is the arc’s countdown clock.
