Summary
At Dock One in Water Seven, Franky confronts Luffy over the destruction he wreaked “while I was away” — his demolished house and beaten-up boys — and demands the 200 million berries he claims the Straw Hats stole (which Luffy says he no longer cares about, only about kicking Franky’s butt). Franky breathes fire and the panicked crowd debates whether he’s a Devil-Fruit user; he jumps into the water, prompting cries that he’ll drown — but Franky surfaces, declaring he ate “no Devil Fruit,” and reveals he is a cyborg, displaying his chained metal fist and machine torso. Cross-cutting to the Galley-La Company head office: an aide reports that Mayor Iceberg has identified Nico Robin and the Straw Hats as the culprits behind the attack on him and has contacted the government, and wanted posters circulate naming “the Straw Hat Gang” (Monkey D. Luffy, Roronoa Zolo, Nico Robin). At Iceberg’s bedside the loud foreman Tilestone brings the news; the bandaged Iceberg, surprised, reasons that since he “turned them down yesterday” they “must have been after what I’ve been hiding” — his first on-page hint of a secret. The Luffy–Franky brawl escalates, toppling buildings; Franky’s attacks (and his boast that they “won’t have any effect on me”) culminate in a built-in “Weapons Left!!” cannon blast, and the two trade blows through the wreckage. As the fight wrecks the dock, two Galley-La foremen arrive at the cliffhanger — the rope-wielding Paulie (“Just what is it you’re after… You’ve got some nerve”) and Rob Lucci with his pigeon perched on his shoulder — to confront the combatants (“Straw Hat?!”).

- Luffy is mistaken for a Devil-Fruit user, but it’s Franky in question — the crowd reasons “If he’s eaten a Devil Fruit he’s gonna drown”; Luffy himself swims fine, and a line confirms “I didn’t eat any Devil Fruit” (pp. 6–7). (Inference: this is comic misdirection — the crowd’s confusion, not a power retcon.)
