Ray fish-man officer of Arlong Pirates. Introduced Ch. 75 page 12 with on-panel name-card: KUROOBI — OFFICER, ARLONG’S PIRATES (A RAY FISH-MAN). Large, dark-skinned, muscular, sleeveless dark vest with white belt-bands, scowling, crossed-arms-warrior register. Composition coded as karate-master / wrestler tier.
Name etymology
Kuroobi (クロオビ) = 黒帯 (kuro-obi) = black belt — the karate dan-grade indicator. Name-as-fighting-style-tell: Kuroobi is karate-coded before any combat is shown. The species (ray) + the name (black belt) compose as fish-man-karate-master — a fighting-style register that pre-loads his Park-fight combat-mode.

Kuroobi is the canonical antagonist of Sanji’s Arlong-arc combat-fight; his Fish-Man Karate (魚人空手) is canonized in that fight as a formal martial-art style with full named-technique-vocabulary. The Ch. 75 install planted the ray + black belt name-and-species combo without combat-demonstration — Ch. 86 delivered the complete combat-discipline canonization (nine named techniques in one chapter, the most prolific named-combat-display by a single fish-man to-date).
