  • **Cover-story Vol. 9 of Koby-Helmeppo Chronicle of Toil — *The Extradition of Morgan*** (page 1). Title-card splash: a Marine commander officer (epaulettes, sailor coat) flanked by a turbaned Arabic-styled man with a long curved sword, then Helmeppo (now in long-sleeved sailor uniform with neckerchief, hair grown out) holding the chain of his shackled father Morgan (in horizontal-striped prisoner outfit, axe-hand visible), and a cluster of cackling chore-boys with thick lips at right. Morgan is being **extradited / transferred between Marine custody jurisdictions** by sail (rigging and sails visible in upper register, with a barred grate at right). Continues the Vol. 5 (Ch. 88) prison-ship-transit arc — Morgan's *captain-fallen-to-prisoner-in-transit* trajectory now in its ninth installment. The turbaned foreign-officer figure pre-loads a non-East-Blue / multi-region cover-arc destination.
  • **Luffy-vs-Arlong duel begins in earnest** (pages 2-17). The chapter is the **central Luffy-vs-Arlong combat exchange chapter** — the first sustained one-on-one combat between Luffy and Arlong in the series. Combat-frame: Arlong's pool / Arlong Park courtyard, with the Park building as the climactic combat-arena.
  • **Luffy taunts Arlong from the courtyard** (page 2 — establishing splash). *WOOOOO* (Arlong below the waterline, *GLUP GLUP*). Luffy (small figure standing at the pool's edge in front of the Arlong Park building): *'COME ON... YOU LOUSY SHARK!!!'* / Arlong (face-up at the pool surface): *'OR HAVE YOU GIVEN UP?'* / *'YOU'VE GOT GUTS, HUMAN.'* The chapter opens with a **Luffy-pulls-the-villain-into-his-arena** combat-rhetoric beat — Luffy is *standing on his enemy's ground* and goading Arlong to surface.
  • Gum-Gum Balloon
  • **Arlong's *Shark Darts* — first on-page named technique** (page 3-4). Arlong (from underwater, full-tooth grin close-up): *'SHARK... I'LL SKEWER HIS WORTHLESS HEART!!! ...DARTS!!!!'* (*SHWOOOOO*). Caption: *'I'M GOING TWICE AS FAST THIS TIME!!!'* (*SHUNK*). Arlong launches himself like a torpedo at Luffy, saw-nose-first — uses his own body as a velocity-piercing weapon. The technique-name etymology: *Shark Darts* — Arlong-as-projectile, saw-nose-as-dart-point. Sanji's commentary: *'DOES HE THINK THAT'LL PROTECT HIM?'* Genzo: *'WHAT'S THAT?'* The chapter installs the **villain-named-technique** grammar for Arlong (parallel to Kuroobi's Fish-Man Karate brick-tier names in Ch. 86).
  • Iterated-Impact Cracks Armor Combat-Grammar
  • **Arlong returns with *Shark Darts* second time and lands the hit** (page 6). *THWAM!!* — Arlong drops from the roof in a second Shark Darts and **does connect** with Luffy's torso/upper-back this time. Caption: *'OOF!!!'* / *'SHARK DARTS!!!!'* Arlong (down on the courtyard, holding Luffy): *'YOU GOT LUCKY, YOU DIRTY SCOUNDREL!!!'* / *'YOU CAUGHT ME BY SURPRISE!!'* / *'YOU CAN'T ESCAPE!!'* The chapter installs **the same-named-technique-twice-with-different-outcomes** combat-rhythm — Luffy bounces it once, takes it once.
  • **Luffy's *Gum-Gum... Spear* — first on-page named appearance** (pages 6-8). Luffy (preparing, off-panel): *'GET READY!! GUM-GUM...'* (*WHOOM* — feet inflating/stretching together). *'BUT THIS'LL FINISH HIM!!'* Arlong intercepts with *FINGER NET* (page 7) — *FW AP!! / ...FINGER NET !!!* — Arlong's webbed hand catches Luffy's incoming foot-attack mid-air. Luffy: *'I'M GOING FISHING!!'* Arlong: *'AND...'* (THM AP!! caught Luffy by the leg). Luffy (page 8): *'... SPEAR!!!!'* (*SHWWAM!!!*) — the named technique fires anyway as a downward foot-spear, even from inside Arlong's grip. Connects (*WOOO.... GAH!!!*) on Arlong's face — Arlong's mouth opens in shock. The chapter installs **two new named Gum-Gum techniques in three pages** (Shield + Spear) — escalates the Luffy-named-technique-cadence ahead of the arc-climax.
  • **Arlong's *Finger Net* — first on-page named technique** (page 7). Arlong's *webbed-hand-catches-projectile-mid-air* grappling technique. *FW AP!! / ...FINGER NET !!!* The Ch. 69 anatomy-tell of Arlong's **webbed fingers** (visible on his hands in his throne-debut splash) is here **operationalized as a named-attack** — the *fingers-as-net* webbing is mechanically functional, not just visual species-marker. Etymology: *Finger Net* — the gap-between-webbed-fingers forms a mesh that catches incoming projectiles.
  • **Arlong's berserker-mode is canonized via Nami's villager-witness narration** (page 10). After Luffy's *Spear* lands, Arlong rises again from the dust (*KA-TH / WW*) and Nami narrates (small composite panel — Nami face, Nojiko face, villagers): *'I'VE NEVER SEEN EYES LIKE THAT!!'* / *'LUFFY'S ATTACK ONLY ENRAGED HIM!!!'* / *'THAT'S HOW THE FISH-MEN LOOK WHEN THEY GO BERSERK!!!'* / *'ARLONG LOOKS DIFFERENT!!'* The chapter installs **fishmen-berserker-mode** as a canonical race-trait — when pushed beyond a certain threshold, fishmen enter an altered-eye / altered-presence combat-state. Pre-loads Hody Jones's Energy-Steroid berserker-mode (Ch. 612+) and every later fishmen rage-state register.
  • Arlong Fishmen Master Race Doctrine
  • **Arlong throws Luffy through the entire Arlong Park building** (pages 11-12). *WOOO... EEK!!* (Luffy thrown / villager) / *I'M NOT HURT, BUT HE SURE IS MAD.* (Luffy aside) / *HEY!! YOU CAUGHT ME OFF-GUARD AGAIN!!* / *BOOM!!! / WHOA!!* — Luffy launched through the upper structure of the Arlong Park pagoda. The chapter installs **Arlong's throw-velocity-into-architecture** combat-grammar — a structural-architecture-as-collateral-damage mode.

Summary

Cover-story Vol. 9 of the Koby-Helmeppo Chronicle of Toil — The Extradition of Morgan opens the chapter: a turbaned foreign Marine officer with a long curved sword, alongside a uniformed Marine commander and Helmeppo (now in long-sleeved sailor whites, hair grown out) chain-leading his shackled striped-prisoner father Morgan onto another vessel — Morgan is being extradited between Marine jurisdictions. The cover continues the Ch. 88 Vol. 5 prison-ship-transit arc into a multi-region extradition specialization.

At Arlong Park, the chapter is the central Luffy-vs-Arlong combat-exchange chapter. Luffy stands on the pool-deck taunting Arlong (“COME ON… YOU LOUSY SHARK!!!”) while Arlong circles underwater (GLUP GLUP). Arlong launches the chapter’s first named technique — Shark Darts (page 3-4 — “I’LL SKEWER HIS WORTHLESS HEART!!! …DARTS!!!!” / “I’M GOING TWICE AS FAST THIS TIME!!!”) — a saw-nose-first torpedo-attack from underwater. Luffy responds with his own first-named-defense: Gum-Gum Shield (TUMP! — rubber forearms folded as a face-guard). The Shield bounces the first Shark Darts (BWOING / WHA-BAM!!!) — Arlong is launched up into the Arlong Park building roof. Sanji aside: “THAT TRICK’S NOT GONNA WORK!!”

Arlong drops back down (THWAM!!) with a second Shark Darts and this time connects (page 6) — pinning Luffy. Luffy retaliates with Gum-Gum… Spear (pages 6-8) — both feet inflated/stretched together for a downward foot-spear. Arlong intercepts mid-flight with Finger Net (page 7) — Arlong’s webbed-hand-mesh catches the incoming attack. “I’M GOING FISHING!!” (Luffy) / “AND…” (Arlong, holding Luffy by the leg). But the Spear fires anyway (SHWWAM!!!) and lands on Arlong’s mouth (WOOO… GAH!!!).

Page 10 — fishmen-berserker-mode canonization: Nami narrates over a composite Nami-Nojiko-villager close-up — “I’VE NEVER SEEN EYES LIKE THAT!! LUFFY’S ATTACK ONLY ENRAGED HIM!!! THAT’S HOW THE FISH-MEN LOOK WHEN THEY GO BERSERK!!! ARLONG LOOKS DIFFERENT!!” Arlong (mid-attack — AAAAAH!! / DWOING!): “YOU’RE A HUMAN, AN INFERIOR CREATURE!!! AND I AM A MIGHTY FISH-MAN—” / page 11: “TRASH… NOW YOU’LL PAY!!!!”

Arlong throws Luffy through the Arlong Park building (pages 11-12 — BOOM!!!). Luffy crashes into Arlong’s interior weapons-armory / sword-rack room (page 12 WHAP!, SHEEN). On a wall-rack: multiple bound katana plus a massive detached saw-toothed sword-weapon mirroring Arlong’s nose-anatomy. Luffy: “WHOA!! WHAT’S THAT? IT’S A GIANT SAW!!!” Nami (off-panel, page 13): “THAT’S HIS SHARK SAW!!”

Arlong continues the slam-through-architecture cascade (pages 13-15 — SHUNK!!! / WHDOM!! / FWUMP / WHAM!! / THWUMP!!!) inside the Park. Outside: villagers and Sanji witness Arlong Park’s roof crumble (FWUMP / KRASH!!! / THUD). Sanji (mid-pool, still working at Luffy’s chain-stone): “LUFFY’S LOSING!!!” Yosaku/Johnny/villagers: “ARLONG’S RELENTLESS!!!”

Page 16 — Arlong’s whole-world-conquest declaration: inside the Park, Arlong looms over a pinned Luffy with the giant saw-blade raised (SW UP!!). Arlong: “ONCE WE HAVE CHARTS OF ALL THE WORLD’S OCEANS, NOTHING CAN STOP THE FISH-MEN!! THE WHOLE WORLD WILL BE MY KINGDOM!!! DRAWING CHARTS FOR ME ALLOWS NAMI TO DO THE THING SHE LOVES BEST!!! AND SOON I WILL ACHIEVE MY AMBITION!!!” / “THINK YOU CAN USE THAT GIRL AS WELL AS I DO!!?” Luffy (close-up, head down): “I SEE… …THE EAST BLUE!!! THIS ISLAND IS THE STEPPING STONE TO…” — Luffy comprehends Arlong’s actual global-ambition for the first time.

Page 17 — the arc-pivot panel. Arlong tries to swing the saw down on Luffy (KLAK…) — but it won’t move (“WON’T MOVE!!!” / “WHAT!? MY SAW… WOO…!!”). Luffy has stopped the saw with his bare hands. Full-page Luffy face: eyes wide, jagged-pupil intensity, gritted teeth. DOOM!! / KREK / KREK. Single dialogue from Luffy: “USE”? — repeating Arlong’s word from the previous page. The chapter ends on the rage-trigger pivot: Luffy is transitioning into the rage-state that will resolve the combat in Ch. 93+.

Page 18 — bonus paratext: Going Merry Ship Tour #1: Lounge — Oda’s hand-drawn isometric cutaway map of the Going Merry’s lower-deck combined Conference Room / Galley / Bridge. First on-page interior-architecture map of the Straw Hats’ new ship. Includes detail on the whipstaff steering mechanism (the Merry is steered with a whipstaff attached to the tiller, not a wheel — a pre-1700s naval-architecture design).

New reveals

  • Luffy’s Gum-Gum Shield — first on-page named defensive Gum-Gum technique (page 3). Distinct from the Gum-Gum Balloon (Ch. 15, defense-by-inflation): the Shield is defense-by-rubber-folding — both forearms held as a face-guard. The chapter installs the Luffy-defense-as-named-technique convention.
  • Luffy’s Gum-Gum Spear — first on-page named offensive technique (pages 6-8). Both feet held together, stretched/inflated as a downward foot-spear. Etymology: Spear — Luffy’s body as a piercing-velocity weapon. Adds the second velocity-coded named-technique to the Gum-Gum arsenal (after the Ch. 63 Bullet) — both Bullet and Spear code the rubber-body-as-piercing-velocity-weapon. The Spear’s payload is leg-based (Luffy’s feet are the spear-point), the Bullet’s is arm-based.
  • Arlong’s Shark Darts — first on-page named technique (pages 3-4). Arlong-as-projectile, saw-nose-first, fired from underwater. Adds Arlong to the named-attack-canon-convention (parallel to the Ch. 86 Kuroobi Hundred-Brick / Thousand-Brick install). The Shark Darts etymology operationalizes the saw-nose as both anatomy AND projectile-weapon.
  • Arlong’s Finger Net — first on-page named technique (page 7). The Ch. 69 anatomy-tell of Arlong’s webbed fingers (visible in throne-debut splash) is here operationalized as a named grappling-attack — the webbing forms a mesh that catches incoming projectiles mid-air. Anatomy-as-weapon escalation.
  • Arlong’s Shark Saw — named weapon-reveal (page 13, named by Nami). A massive detached saw-toothed sword-class weapon stored in Arlong Park’s interior armory. The weapon mirrors Arlong’s nose-anatomy at amplified scale — the prosthetic-amplification of his saw-nose. Pre-loads Arlong’s saw-class arsenal that he will deploy in Ch. 93+.
  • Arlong Park has an interior weapons-armory (page 12-13). The Park’s upper floors house a sword-rack with multiple bound katana plus the Shark Saw. First on-page interior-room of Arlong Park beyond the pool-courtyard and Arlong’s throne-recliner room.
  • Fishmen-berserker-mode canonized as a race-trait (page 10 — Nami’s narration). When pushed beyond a threshold, fishmen enter an altered-eye / altered-presence combat-state. Pre-loads Hody Jones’s Energy-Steroid berserker-mode (Ch. 612+) and every later fishmen-rage register.
  • Arlong’s whole-world-conquest ambition canonized (page 16). The Ch. 71 Arlong Empire declaration was East-Blue-scale; here it is escalated to all-world-oceans-scale“the whole world will be my kingdom”. Arlong’s actual end-state ambition is world-conquest via fishmen-cartographic-dominion. The mechanism: Nami’s world-cartography is the intelligence-tool that enables fishmen world-conquest. The Nami-as-cartographer-slave arrangement was always for global, not regional, dominion.
  • Arlong’s the thing she loves best paternalistic-gaslighting doctrine (page 16). The villain-pretends-coercion-is-fulfilment register — Arlong frames Nami’s coerced cartography as what she loves to do. Forward-pattern: every later villain who paints abuse as care re-keys to this Ch. 92 install.
  • Luffy sees the East Blue / understands the political stakes (page 16). “I SEE… …THE EAST BLUE!!! THIS ISLAND IS THE STEPPING STONE TO…” — Luffy’s first on-page comprehension of geopolitical scale. The Ch. 80 witness-without-context register ends; Luffy understands Arlong’s project is global, that Nami’s enslavement enables it, and that Cocoyasi is the stepping-stone to world-conquest.
  • Luffy’s USE? rage-trigger pivot (page 17 full-page face). Luffy repeats Arlong’s framing of Nami as a thing to use. The chapter ends on Luffy’s transition into the rage-state that will resolve the combat in Ch. 93+. The arc-climax pivot lands here, on Luffy’s reaction to a single word.
  • Luffy physically stops Arlong’s giant-saw weapon with bare hands (page 17). KLAK… / WON’T MOVE!!! / WHAT!? MY SAW… — Luffy’s grip immobilizes Arlong’s saw-class weapon mid-swing. Combat-tier feat: Luffy can overpower Arlong at the grip-strength level, even pinned.
  • Cover-story Vol. 9 — The Extradition of Morgan (page 1). Helmeppo (in long-sleeved sailor whites, hair grown out) chain-leads his shackled father Morgan onto another vessel. Multi-region Marine-jurisdiction transfer; a turbaned foreign Marine officer with curved sword frames the splash, pre-loading non-East-Blue destinations.
  • Going Merry Ship Tour #1 paratext (page 18). Oda’s first on-page interior-architecture cutaway of the Going Merry. Combined Lounge / Conference Room / Galley / Bridge lower-deck room. Whipstaff-not-wheel steering canonized — the Merry is an historic-design ship.

Open questions raised

  • Does Luffy free himself in the next chapter and finish Arlong? The chapter ends on the rage-trigger pivot mid-combat, with Luffy pinned by the saw and Arlong looming. The Ch. 93+ resolution-sequence is queued.
  • What is in the rest of Arlong’s interior armory? The chapter establishes Arlong Park has a weapons-armory (sword-rack + Shark Saw), but only one room is shown. Forward-pattern: arc-villains’ interior-architecture often hides combat-tier upgrades (cf. Krieg’s spiked-armor / poison-gas reveals).
  • Why does the Shark Saw not move under Luffy’s grip? Luffy is pinned but still able to immobilize the saw — implies the rubber-body’s friction or grip-strength is sufficient to counter Arlong’s strength at the immobilization-level. Forward-pattern: the rubber-body’s grip-strength becomes a recurring tactical-utility (cf. Sky Island climbing, Marineford-execution-platform-grab).
  • Who is the turbaned foreign-officer in the cover-story? Curved-sword + turban suggests a non-East-Blue Marine personnel. Pre-loads the cover-arc’s multi-region destinations. Pending forward cover-installments.
  • Will Helmeppo end up redeemed alongside Koby? The Vol. 9 long-sleeved sailor whites + neckerchief uniform suggests Helmeppo is being integrated into the Marines proper, not just chore-detained. The Marines-as-corrective-institution premise (cf. Ch. 88) continues to develop Helmeppo from villain-son to Marine-trainee.
  • How does Sanji finally free Luffy from the chain-stone? Sanji has been struggling with this since Ch. 84; chapter 92 has Sanji still working at it. Forward-pending: the actual rock-shatter / chain-break beat.
  • What is the giant saw’s combat use against Luffy’s rubber? The Ch. 18 Rubber Cannot Withstand Blades axiom means a saw-toothed weapon should cut rubber — but Luffy is currently immobilizing the saw rather than being cut by it. The cut-rubber resolution is pending.
  • Will the Going Merry’s interior architecture appear in subsequent ship-tour paratexts? Page 18 is numbered #1, implying a series. Forward-paratexts pending.
