Summary
Across Fish-Man Island, Captain Hody’s New Fish-Man Pirates seize district after district — Fishery Hills, the Candy Factory Town, the Fish Cultural Center, the Marine Shopping Mall, Water Wheel Town, Coral Hill — and subject every citizen to a loyalty test: step on a photograph of the late Queen Otohime, or be branded a human-sympathizer and killed or exiled. Prince Fukaboshi arrives and confronts the occupiers for desecrating his mother’s image. Meanwhile, in the Forest of the Sea, Nami presses Jinbei over his role in unleashing Arlong on the East Blue. Jinbei confesses that he, Arlong, and Hatchan were all once Sun Pirates, and that he released Arlong as part of becoming a Warlord; he accepts the blame for Nami’s suffering (shown in flashback: Bell-mère’s death and Nami’s enslavement). Nami counters that, after Sabaody, she now understands the persecution fish-men endured — though she will never pity Arlong. Jinbei then recounts the island’s history: fish-men were classed as “fish” until Ryugu joined the World Government 200 years ago; the late Whitebeard later became the island’s protector; and two people tried to change its tragic course — Queen Otohime (peaceful coexistence) and Fisher Tiger (who raided Mariejois, freed the slaves, and formed the Sun Pirates).
