First on-page articulation of racial superiority in the series. The fish-man-supremacy doctrine that drives the Arlong arc lands in one line, framed via Arlong’s exception — Nezumi, the corrupt human who shares the money-as-only-truth axiom.
The doctrine reads: human males are below fish-men; the only humans worth tolerating are the corrupt ones who speak the same money-language. Note the specific framing — human males. The Arlong-arc later reveals fish-men have a more complex view of human females (Bell-mère’s adoption of Nami’s village under tax-tribute rather than wholesale-extermination implies a gender-asymmetric oppression-doctrine).
