Name meaning
**World Government** renders the Japanese **世界政府 (*Sekai Seifu*)** — 世界 (*sekai*) 'world' + 政府 (*seifu*) 'government/administration.' A plain, functional title (no wordplay) that describes exactly what the institution claims to be: the single governing body of the entire Blue Planet. In-world it is also called **the Ancient Alliance** (the coalition of twenty kingdoms that formed it during the Void Century, per Clover @0395). The flatness of the name is itself thematic — the organization presents as a neutral, decentralized federation while concealing an absolute-monarch apex (Imu).

Structural lore — the global governing body: a federation of over 170 nations that administers most of the Blue Planet from the Holy Land of Mary Geoise. It commands the Marines, Cipher Pol, and the Pacifista, and formerly the Seven Warlords. Publicly an aristocratic oligarchy of the founders’ descendants (the World Nobles) chief among them the Five Elders; secretly an absolute monarchy under Imu, the hidden occupant of the Empty Throne.

What we know

First on-page as a governing body: Ch. 142. In Dalton’s Drum-Kingdom flashback, a past Levely (Reverie) convenes under the World Government’s authority — Wapol, the Nefertari royals, and other member-nation rulers debate Dragon’s rising threat, and tension erupts between Drum and Alabasta. This is the earliest depiction of the WG as a functioning federation of affiliated kingdoms. (The WG is referenced earlier out-of-canon in SBS Vol. 8 as the body that outranks the Marines.)

  • Ch. 164 — the WG’s judicial system surfaces on-page: a Marine Headquarters court sentences the sub-10-million East Blue pirate Django to death, establishing the government’s readiness to over-punish. Later canon shows the “highest court in the world” at Enies Lobby is mostly a show trial — conviction, then prison or execution.
  • Ch. 233 — the apex tier is introduced: the Five Elders (Gorosei), captioned “Supreme Leaders of the World Government,” deliberate inside Mariejois. Articulate the three-great-powers balance doctrine and resolve to refill a vacated Warlord seat. See Five Elders, Three Great Powers.

Structure

The World Government’s authority runs top-down:

  1. Imu — de facto King of the World; hidden occupant of the Empty Throne in Pangaea Castle (Ch. 0908). An original Creator, made immortal by unknown means .
  2. Five Elders (Gorosei) — the de jure “highest authorities,” each holding an administrative “Godhead” portfolio; subservient to Imu (Ch. 0233 / 0908 / 1086).
  3. World Nobles — the ruling aristocracy, descendants of the nineteen founding families residing in Mary Geoise.
  4. Kong — Commander-in-Chief, with direct command of the military branches (Ch. 0594).
  5. The Levely (Reverie) — a representative council of fifty affiliated rulers, convening every four years (Ch. 0142 / 0956).

Military & intelligence branches it commands: the Marines (its navy), Cipher Pol (intelligence — including the black-ops CP9 that once guarded Enies Lobby, Ch. 0426, and the elite CP-0), the Pacifista cyborg weapons, the Knights of God (Holy Knights), and formerly the Seven Warlords of the Sea (dissolved Ch. 0956).

  • Void Century (~800–900 years ago) — an Ancient Alliance of twenty kingdoms (the First Twenty) defeats a great kingdom, then forms the World Government and moves to erase the preceding century from history — a suppression the Poneglyphs survive (Ch. 0395, 0722).
